Urgently clear the land to build a road along Cai River

According to the request of the Provincial People's Committee, in November 2025, the units assigned to carry out site clearance must hand over clean, contiguous land for 30% of the area to start construction of the road section of the Cai River Road Project.

The land is still unstuck

The Cai River Road Project has a total length of nearly 4.6km connecting Ha Huy Giap Street to Tran Quoc Toan Street, passing through Tran Bien Ward and Tam Hiep Ward, Dong Nai Province. This is one of the key projects of Dong Nai Province. At the end of 2023, the construction packages of 5 bridges and the bridge approach roads on the project route will officially start construction.

According to the Dong Nai Province Construction Investment Project Management Board, the current value of the implemented output of these packages has reached 111 billion VND, reaching 62% of the signed contract value. Up to this point, although the construction packages of 5 bridges and the bridge approach roads on the route have been implemented for nearly 2 years, the construction site has not yet been fully handed over.

Mr. Nguyen Linh, Deputy Director of the Dong Nai Province Construction Investment Project Management Board, said: Currently, the construction site of 5 bridges and approach roads still has 0.33 hectares of land that has not been fully handed over.

Specifically, the construction of the approach roads at both ends of Tan Mai bridge is still stuck with the clearance of 5 plots of land in Tam Hiep ward. Similarly, the construction of the approach roads at both ends of Rach Gio bridge and the approach road at the M1 pier of Ba Bot bridge is also stuck with the clearance of some plots of land.

Meanwhile, for the land serving the construction of the road section of the project, up to now, the Dong Nai Provincial Construction Investment Project Management Board has only received and handed over about 2.38 hectares out of a total of 13.2 hectares of land. Thus, the land area handed over only reaches 18% of the total land area that needs to be handed over. On the other hand, the land area that has been handed over still has some scattered locations, not yet connected to each other. Therefore, the construction package of the road section of the Cai River Road Project has not yet met the conditions to organize a bidding to select a construction contractor.

Must have 30% of the adjacent land area to start the project

In September 2025, when inspecting the actual progress of land acquisition and clearance for the Cai River Road Project, Provincial Party Committee member and Vice Chairman of the Provincial People's Committee Ho Van Ha assessed: This is a key project of the province, but the progress of land acquisition and clearance is slow. This not only affects the project's construction progress but also affects the disbursement progress of the province's public investment capital.

Also in September 2025, the Provincial People's Committee requested the units carrying out site clearance work to hand over 30% of the adjacent land area to start construction of the project's road section in November 2025.

According to the People's Committees of 2 wards: Tran Bien and Tam Hiep, the project's site clearance work is facing difficulties related to resettlement arrangements for households, determining financial obligations for a number of households using land originating from the old Electromechanical School granted to cadres and employees that has not yet been processed, and the land area related to the Go Me Agricultural Production - Service Cooperative.

Specifically, for the Thong Nhat - Tan Mai resettlement area, one of the two resettlement areas to resettle households in the project area has not been completed yet, so there is no land to accommodate households. Meanwhile, the Tam Hiep resettlement area has not yet had its plot division drawings approved, so there is no legal basis to organize a lottery for approved households.

According to the Dong Nai Province Construction Investment Project Management Board, the adjusted capital plan for the Cai River Road Project in 2025 is 57 billion VND. To date, the disbursed capital is more than 22.6 billion VND, reaching nearly 40% of the capital plan.

To support localities in speeding up the project's site clearance work, the Provincial People's Committee has agreed to mobilize additional staff to support Tran Bien and Tam Hiep wards in carrying out procedures related to land recovery, site clearance, and resettlement arrangements for households.

In mid-October 2025, the Provincial People's Committee continued to issue a document requesting departments, branches, sectors, wards and communes to urgently carry out the site clearance work of this project. The Provincial People's Committee requested that, for the compensation and site clearance plan of the Cai River Road Project, the target of site clearance for 30% of the contiguous area must be completed to start construction of the road section in November 2025 and complete the compensation and site clearance work for the entire route in the first quarter of 2026.
