At the reception, Prime Minister Pham Minh Chinh emphasized that the Vietnam-Japan relationship is developing very well: Japan continues to be Vietnam's number 1 partner in ODA and labor cooperation, the third largest investor, and the fourth largest trade and tourism partner of Vietnam. The Kansai region plays an important role in Vietnam; localities in the region have established effective relations with localities in Vietnam. The Prime Minister thanked the Kansai government for supporting the Vietnamese community working, living and studying in the region.
Chairman of the Japan-Vietnam Friendship Association in the Kansai region, Nishimura Teiichi, thanked Prime Minister Pham Minh Chinh for taking the time to receive him; stating that the Association was established 30 years ago, supported the establishment of the Vietnamese Consulate General in Osaka, and has close relations with Japanese businesses in the region.
He expressed that the Association always strives to support the Vietnamese community in Japan through the Vietnamese Consulate General in Osaka; organize cherry blossom planting ceremonies at Hoa Lac High-Tech Park (Hanoi) and a number of cooperation projects between the two countries in Hanoi, becoming symbols of the Vietnam-Japan friendship.
He hopes that through investment promotion seminars and conferences, the Association will play a bridging role between the business community in the region and Vietnam in accordance with the new situation, as well as make efforts to promote relations between ministries, branches and localities of the two countries.

He emphasized that many localities in the region have strengths in industry, processing, manufacturing, and environment, and can cooperate with Vietnam; expressed hope that in the coming time, they will continue to join associations and businesses in attending forums on investment and trade cooperation between the two countries; in which the Association also has a plan to cooperate with Da Nang in enhancing human resource training.
He said that Vietnam's human resources play a very important role in Japan's development, so the delegation visiting Vietnam this time includes organizations and units operating in the field of human resources training.
He said that he used to be the Chief Representative of the Japan International Cooperation Agency (JICA) in Vietnam, so he has many connections with Vietnam, close relationships with Japanese associations and enterprises, which is favorable in promoting bilateral economic cooperation; he assessed that cooperation in the field of human resource training between the two countries is very suitable at present.

The members of the delegation highly appreciated the economic, trade and investment cooperation between the two countries; highly appreciated Vietnam's economic prospects as well as the cooperation between the two countries in various fields; and hoped that the Government and the Prime Minister would create all favorable conditions for Japanese enterprises to expand their investment and business in Vietnam.

Thanking the opinions of Chairman Nishimura Teiichi, Prime Minister Pham Minh Chinh hopes that the Japan-Vietnam Friendship Association in the Kansai region will continue to encourage Japanese enterprises in the region to expand their investment in Vietnam, focusing on the fields of science and technology, innovation, and human resource training to serve the whole country. Vietnam is in the golden population period, ready to supply labor to Japan, but needs to be trained in knowledge, culture, Japanese law, and improve skills... to meet the requirements of the Japanese side.

The Prime Minister hopes that the Association will continue to care for and help the Vietnamese community in Kansai to study, live and do business smoothly; and suggested that the Association continue to reopen cherry blossom festivals in localities of Vietnam.
The Prime Minister affirmed that the two sides need to strengthen economic, cultural and people-to-people connections, etc.; especially appreciated the Association for its good role as a bridge for cooperation between localities in the region and some Vietnamese localities; thanked the Association for its contributions to promoting cooperation between Vietnam and Japan in general, and the Kansai region in particular, etc.
