General Secretary To Lam receives Singaporean Ambassador Jaya Ratnam

On the afternoon of November 3, at the Party Central Committee Headquarters, General Secretary To Lam received Singaporean Ambassador to Vietnam Jaya Ratnam to say goodbye at the end of his term of office.

General Secretary To Lam congratulated Ambassador Jaya Ratnam on successfully completing his mission in Vietnam, making important contributions to upgrading the Vietnam-Singapore relationship to a comprehensive strategic partnership during the historic visit to Singapore by General Secretary To Lam and his wife in March 2025.

The General Secretary stressed that the Party and State of Vietnam always consider Singapore a close friend, a reliable companion and a key economic partner, and wish to continuously foster and deepen the newly established relationship framework, bringing practical benefits to the people of the two countries.

Acknowledging and appreciating the active support and assistance that Singapore has given Vietnam since the beginning of the reform and international integration process, especially through training officials and building mechanisms and policies for socio-economic development, General Secretary To Lam suggested that the two countries continue to further strengthen political trust through strategic-level exchanges.

At the same time, General Secretary To Lam suggested that the two countries promote cooperation through party channels, prioritize the early implementation of the Strategic Dialogue mechanism between the two ruling parties; focus on effectively implementing the Action Program on the newly signed Comprehensive Strategic Partnership, worthy of being a model relationship in the region, especially in areas where Singapore has strengths and a leading role, and Vietnam has needs such as digital transformation, renewable energy, carbon credits, source technology, food security, innovation, financial center development, logistics, aviation and maritime connectivity, power grid connectivity, etc.; as well as jointly contributing responsibly to peace, stability and development of the region.

General Secretary To Lam sent greetings and best wishes to Singapore's senior leaders, thanked the Singaporean Government for its practical support to Vietnam in overcoming the consequences of recent storms and floods, and wished Ambassador Jaya Ratnam good health and success in his new position and to always be a close friend of Vietnam.

With sincere thanks to the General Secretary for taking the time to receive him, Ambassador Jaya Ratnam conveyed the greetings of the Secretary General of the People's Action Party, Prime Minister of Singapore Lawrence Wong, Senior Minister Lee Hsien Loong and Senior Minister Teo Chee Hean to General Secretary To Lam.

Expressing his joy at witnessing Vietnam's miraculous development in recent years, the Ambassador shared that he personally always considers Vietnam his second home after nearly 5 years of attachment, affirming that he always remembers the beautiful memories and admires the resilience, adaptability, spirit of rising up and solidarity of the Vietnamese people. The Ambassador believes that Vietnam will successfully achieve the goal of becoming a developed, high-income country by 2045.

Affirming that there is still a lot of room for cooperation, the Ambassador agreed with the General Secretary's instructions on bilateral relations; saying that political trust between the two countries' leaders is an important foundation to help bilateral relations become increasingly close, while contributing to strengthening solidarity and common prosperity of ASEAN.

The Ambassador assessed that the Action Program to implement the Vietnam-Singapore Comprehensive Strategic Partnership for the 2025-2030 period will open a new, deeper and more effective phase of cooperation for the two countries.

The Ambassador emphasized that no matter what position he holds, he will contribute to promoting bilateral cooperation, including the development of the second generation of VSIPs with the goal of 30 VSIPs with high science and technology content in Vietnam in the near future, as well as other important fields such as defense-security, culture, education, tourism, people-to-people exchange, etc.; he hopes that the two countries will coordinate closely, create resonance, and promote effectiveness in 2027, when Vietnam hosts APEC and Singapore is the ASEAN Chair.
