Khanh Hoa has the advantage of the longest coastline in the country, up to 490km, many lagoons and bays, favorable for the development of aquaculture at sea. In recent years, aquaculture in general, and aquaculture in particular, has created jobs, increased income and improved the lives of many rural workers, especially coastal people. The annual aquaculture output reaches more than 32,000 tons, of which aquaculture output in marine cages accounts for about 50% of the total output, making an important contribution to the province's seafood export turnover. The whole province has about 3,587 farming households, with more than 3,327 aquaculture rafts of all kinds, mainly concentrated in coastal localities. To serve aquaculture activities at sea, the number of boats transporting food, labor, and harvesting aquaculture in localities is also very large, on average 1 boat per household. In addition to the number of vessels serving aquaculture, there are also many fishing vessels under 6m operating in coastal areas in localities. Through monitoring activities, it shows that the management and inspection of vehicles, fishing gear, and seafood catching for this group of fishing vessels still have many shortcomings; many fishermen have not strictly complied with the installation of equipment to ensure technical safety of fishing vessels when operating... to ensure safety when transporting and catching seafood at sea.

In order to strictly manage small fishing vessels and vessels serving aquaculture in accordance with the provisions of the Fisheries Law and regulations on combating IUU fishing, in mid-October 2025, the Provincial People's Committee issued a Management Plan for fishing vessels under 6m in length and vessels serving aquaculture activities in the province. Accordingly, the Provincial People's Committee requires the heads of Party committees, Party organizations, and commune-level authorities to directly lead, direct, and take responsibility for the management of fishing vessels under 6m in length and vessels serving aquaculture activities in the management area. The Provincial People's Committee also requires that by November 30, 100% of fishing vessels under 6m in length and vessels serving aquaculture activities in the province must be counted, listed, and have license plates to effectively serve the management of the fleet in the province.
Coordinate guidance for ship owners to register
Mr. Nguyen Binh Nam - Vice Chairman of Nam Cam Ranh Commune People's Committee said: "Nam Cam Ranh is a locality that strongly develops aquaculture at sea, so the fleet of vessels serving aquaculture is very large. In addition, the number of fishing vessels under 6m operating in coastal areas is also quite large. Implementing the plan of the Provincial People's Committee, Nam Cam Ranh Commune has developed a plan and deployed it to coastal villages: Binh Ba Tay, Binh Ba Dong, Binh Hung, Binh Lap, Nuoc Ngot, Hoa Son, Hoa Diem, Hon Quy, My Thanh, Hiep My, Hiep Thanh; assigned specialized departments to focus on reviewing and counting the number of fishing vessels under 6m in length and vessels serving aquaculture in the area, to be completed by November 20 at the latest. Along with that, the locality also opened a monitoring book; organized the issuance of management numbers and required fishing vessel owners to carry out the numbering of fishing vessels under 6m and vessels serving aquaculture; deployed related contents in issuing registration certificates for vehicles according to regulations, by November 30. Complete these contents and report to the Provincial People's Committee within the deadline".
According to the leader of the Department of Fisheries and Islands, implementing the plan of the Provincial People's Committee, the Department has given specific instructions to coastal localities and requested the fisheries control stations to coordinate with the People's Committees of communes and wards to establish inspection records to serve the issuance of registration certificates for fishing vessels under 6m in length and vessels serving aquaculture activities. Based on the results of the review of the localities, the Department will preside over and coordinate with the People's Committees of the localities to establish data to manage and guide ship owners to register their vessels in accordance with legal regulations. "Localities need to pay attention to issuing management numbers for fishing vessels under 6m and vessels serving aquaculture in accordance with regulations; guide and supervise ship owners to number fishing vessels and vessels serving aquaculture in accordance with regulations", Mr. Le Dinh Khiem - Head of the Department of Fisheries and Islands noted.
