AI with open technology is the strategy for Vietnam to break through

On the afternoon of November 3, in Hanoi, the Ministry of Science and Technology organized the Open Technology Forum 2025 with the theme “AI with open technology and open source”. The forum is a place to exchange and share visions, experiences and propose strategic solutions to promote the development of artificial intelligence (AI) to serve national digital transformation.

Mastering AI with Open Technology

Speaking at the opening of the forum, Minister of Science and Technology Nguyen Manh Hung said: " Digital technology is penetrating every corner of life. The way to achieve that is open technology, including open source code, open architecture and open standards, along with an open culture - where everyone contributes, shares and uses technology so that values are universally available."

Open technology is for countries to be able to master the technology they use. "Currently, many countries have declared that they will only buy technology when it is open, especially when that technology is used to build important national infrastructure," the Minister stated.

At the same time, the greatest innovation is the innovation of the entire population. No company or corporation, no matter how large, can solve all the problems of society. Only when technology is open, each individual can stand on the shoulders of others, develop new values, and create an increasingly higher level of innovation.

Developing open source software, opening data and encouraging community participation in innovation is the right direction for Vietnam to both inherit human knowledge and contribute to human knowledge.

According to Minister Nguyen Manh Hung, the theme of this year's Open Summit "AI with open technology and open source" is the strategy for Vietnam to break through and no longer lag behind. This is the way to turn users into creators, so that AI can be developed safely and autonomously.

Three pillars of developing an open AI ecosystem

According to Dr. Ho Duc Thang, Director of the National Institute of Digital Technology and Digital Transformation (Ministry of Science and Technology), Vietnam is facing an important crossroads: "Either depend on a closed, exclusive technology "black box", with data and decisions in the hands of others; or choose the path of autonomy, creativity, and sovereignty. Choosing open AI is the choice to create national digital sovereignty".

According to Mr. Thang, to realize that vision, Vietnam needs to synchronously develop on three pillars of strength.

Accordingly, the first is the national computing infrastructure - the physical backbone of Vietnamese intelligence. Generative AI requires huge computing power, so it is necessary to build data centers and high-performance computing clusters "Make in Vietnam", safe and autonomous.

Second, open data platforms - the lifeblood of Vietnamese AI. It is necessary to urgently form national open data warehouses, securely share and standardize Vietnamese data, so that AI "speaks our language, understands our culture and serves our people".

Third, the open AI community - the collective brain of the nation. We need an ecosystem where scientists, engineers, businesses and the community can contribute, innovate, and bring Vietnamese intelligence into the common knowledge base of humanity.

With many potential development directions such as infrastructure, data, models or applications, Associate Professor, Dr. Ngo Hong Son, Chairman of the Vietnam Free and Open Source Software Club (VFOSSA) believes that Vietnam should prioritize infrastructure development first, because this is the solid foundation. When there is a good foundation, other factors will naturally develop.

According to Mr. Son, Vietnam should focus on building and developing a domestic AI platform. Along with that, it is necessary to train high-quality human resources, not only good at technology but also proficient in foreign languages and professional ethics, so that Vietnamese AI can "go far and go right".

Within the framework of the forum, delegates had lively discussions, focusing on two main topics: Open technology, open source and AI applications; computing infrastructure and security for AI development.
