
On the afternoon of November 4, continuing the 10th Session, the National Assembly discussed in groups the draft documents to be submitted to the 14th National Congress of the Party.
Through studying the draft documents, delegates highly agreed with the drafts and believed that the documents were carefully prepared, scientific , highly summarized and generalized; correctly assessed the situation of the country and the Party, demonstrating the spirit of innovation and high determination of the Party Central Committee to bring the country into a new era of development.
Delegate Ha Sy Dong (Quang Tri Delegation) commented: The draft Political Report submitted to the 14th National Congress clearly demonstrated the strategic vision, comprehensive development thinking and strong aspiration for innovation of the Party in the new period. However, to turn the vision into a real driving force for development, according to the delegate, it is necessary to clarify the breakthrough orientations in institutions, growth models and national development aspirations.

The delegate pointed out: Institutions are still the biggest bottleneck, and at the same time, the biggest room for reform. Many policies and guidelines are correct, but when institutionalized and implemented, they are slow and lack consistency, causing social resources to not be fully liberated.
Therefore, according to the delegate, it is necessary to emphasize more clearly the role of a modern, creative and honest socialist rule-of-law State - a State that not only manages but also leads and creates institutional space for innovation. In the digital age, institutions must shift from the mindset of "management-licensing" to "creation-leading-serving", creating a favorable environment for new economic models.
In addition, it is necessary to continue decentralization and delegation of power in conjunction with power control, in order to promote the initiative and daring of localities, especially dynamic regions, economic zones, and high-tech zones. Substantial decentralization must go hand in hand with transparent accountability mechanisms and effective power control.
The draft document clearly shows the orientation for developing a green economy, a knowledge-based economy and a digital economy. However, delegates suggested that it is necessary to emphasize more on the implementation mechanism and appropriate institutional models to create strong movements in practice.
Delegate Ha Sy Dong stated: Political reports are not only a guide for action but also a fire that ignites national faith and will.
“The Vietnam 2045 aspiration needs to be expressed more clearly – not only as a goal, but also as the Party’s political and moral commitment to the people: to turn the country into a developed nation, a happy society, a prosperous culture, with creative people and freedom to contribute,” the delegate emphasized.
According to delegates, that aspiration must be institutionalized through specific action programs and effective resource mobilization and allocation mechanisms, in which the State plays a leading role, enterprises are the center of innovation, and people are the subjects of development.

Delegate Nguyen Thi Thu Ha (Quang Ninh) assessed that the draft document not only inherits and develops the achievements of previous terms but also opens up a comprehensive development orientation for the country, associated with the requirements of promoting industrialization, modernization, digital transformation and deep international integration. This is a product of collective intelligence and aspiration, demonstrating the people's deep trust in the Party.
Regarding the improvement of institutions and the role of the National Assembly in legislative work, delegate Nguyen Thi Thu Ha expressed her appreciation for General Secretary To Lam's guiding viewpoint on removing inadequacies and overlaps in the legal system and simplifying administrative procedures to effectively implement policies.
From the implementation process in localities, delegate Nguyen Thi Thu Ha said that it is necessary to pay attention to the capacity of the policy implementation team. In addition, it is necessary to pay attention to the propaganda work to implement laws and policies in a specific manner. At the same time, it is necessary to improve the capacity of the legal advisory and drafting team to build policies and laws of the best quality.

Agreeing with the draft's assessment that political institutions are key, economic institutions are central and other institutions are very important like a tripod, delegate Mai Thi Phuong Hoa (Ninh Binh delegation) affirmed that political institutions are key, because they decide the organizational structure of the entire political system, decide the legal system, and how the organizational apparatus operates.
The delegate proposed to clarify more clearly the content of each institution, in which it is necessary to determine what specific content and content each institution should have in order to develop each institutional block appropriately.
