Draft Party Congress documents demonstrate a leap forward in development thinking

Opinions unanimously agreed that the theme of the Congress demonstrates strategic stature; deeply imbues the spirit of national self-reliance and self-reliance, associated with the will and intelligence of more than 106 million Vietnamese people.

Draft documents to be submitted to the 14th National Party Congress are receiving many comments from experts, scholars, managers, and National Assembly delegates.

Opinions unanimously agreed that the theme of the Congress demonstrates its strategic stature; at the same time, it deeply grasps the spirit of national self-reliance and self-reliance, associated with the will and intelligence of more than 106 million Vietnamese people - the most valuable resource as the fundamental driving force to realize the goal of prosperous, civilized, happy development, and steady progress towards socialism under the leadership of the Party.

Fundamental innovation in approach and document structure

Evaluating the draft document this time, delegate Trinh Thi Tu Anh (Lam Dong) said that the theme "Under the glorious flag of the Party, joining hands and unanimity to successfully implement the country's development goals by 2030; strategic autonomy, self-reliance, self-confidence, and strong progress in the era of the nation's rise for peace , independence, democracy, wealth, prosperity, civilization, happiness, and steady progress towards socialism" is a declaration of strategic stature, imbued with the breath of the new era and the spirit of self-reliance and self-reliance of the nation.

General Secretary To Lam once affirmed: "Vietnam's most valuable resource is not minerals, not its geo-strategic position, but the 106 million Vietnamese people today, who are hardworking, creative, patriotic, community-minded, eager to learn and know how to rise up in difficult circumstances."

This is the crystallization of leadership thinking, demonstrating the Party's highest political will and determination in the new development period. This is not only a declaration for a term but also a strategic orientation for the "Era of national rise" towards the goal of strength and prosperity.

Also according to delegate Trinh Thi Tu Anh, the draft Political Report of this Congress marks a historic step forward, a fundamental innovation in the approach and structure of the document. For the first time, the Party's steadfast leadership is demonstrated through the consolidation of three important pillars. Accordingly, the Political Report, the Socio-Economic Report, and the Summary Report on Party Building Work have been consolidated into a unified, concise whole. This integration not only ensures the highest consistency in thought and action, but also demonstrates the spirit of "easy to understand, easy to do" throughout.

More importantly, the draft document has demonstrated a leap in development thinking by promptly updating a series of strategic decisions recently issued by the Politburo. This not only creates an immediate and strong driving force for rapid and sustainable development, but also serves as a solid political foundation for the entire Party, people, and army to realize the aspiration of a strong Vietnam by 2045 - a vision that transcends the times and is full of history.

Edit content to suit reality

Regarding the specific comments, according to delegate Trinh Thi Tu Anh, the assessment of limitations and weaknesses in the draft (Last paragraph, page 11) stated: "The cultural market is slow to develop. The cultural environment is not really healthy; social ethics still show signs of degradation."

Delegates disagreed with this assessment because they believed that social reality shows that the core moral values ​​of the nation such as patriotism, mutual love and solidarity are still maintained and strongly promoted, especially in difficult situations (epidemics, natural disasters). The most serious moral degradation today only occurs in a small part of the population, in certain areas, not all areas.

Therefore, the delegate believes that the above sentence should be adjusted to: "Social ethics in some aspects show signs of deterioration" to ensure scientific objectivity in assessment, while helping to strengthen people's trust and focus resources to solve important issues, effectively improving social ethics.

Regarding the content of science and technology in Section 2, page 12 of the draft document, it is written: "The mechanism, policies, investment resources, financial management in science and technology and the treatment regime for intellectuals are not suitable."

However, the delegate said that in reality, in the recent past, the management of topics has been heavily administrative, from approval, implementation, evaluation, acceptance to dissemination of research results. Therefore, the above sentence should be rewritten as "The mechanism, policy, investment resources, administrative and financial management in science and technology and the treatment regime for intellectuals are not suitable."

Regarding the content related to Health Services, in Section 3, page 12 of the draft document, it is written: "Health services still have many limitations, especially primary health care and preventive health care." The delegate suggested adding the content: "Food safety management still has serious loopholes; production and trade of counterfeit and poor quality goods are still complicated and large-scale."

Commenting on the content of the Action Program, delegate Trinh Thi Tu Anh said that it is necessary to add the content of "building and perfecting the institutional system and policies on economic tools in environmental protection, on the basis of applying the Polluter Pays Principle including taxes, fees, deposits, building and operating carbon markets, compensation for environmental damage and payment for environmental services" to the content of "Institutions for resource management, environmental protection, and climate change adaptation" at Point d, Part II of the draft document because this Principle is the core foundation for using economic tools to regulate the behavior of organizations and individuals in a direction that is beneficial to the environment.

Along with that, the delegate also suggested the need to build the necessary national infrastructure for nuclear power development because a nuclear power project is not simply an energy project, but also a national commitment to ensuring nuclear safety and security, building a complete nuclear legal and regulatory framework, being licensed and monitored throughout the entire life cycle of the plant, as well as building the capacity to respond to radiation and nuclear incidents and participating in the international mechanism for compensation for nuclear damage. This is a necessary condition, a mandatory requirement according to the guidance of the International Atomic Energy Agency (IAEA) for a country developing nuclear power to build all the necessary infrastructure./.
