According to Muong Bam Commune Party Secretary Ha Trung Thang, the draft documents were carefully prepared by the Central Committee, demonstrating the crystallization of the intelligence and dedication of the entire Party and people.

The draft document clearly demonstrates the Party's innovative, comprehensive thinking and broad strategic vision for the country's development in the 2026-2030 period, with a vision to 2045. Along with that, the draft document has clearly identified strategic breakthroughs, focusing on rapid and sustainable development based on science, technology, innovation, digital transformation, green economic development, and circular economy; emphasizing the role of people as the center, subject, goal and driving force of development; strengthening the building of a clean and strong Party and political system, improving the leadership capacity and fighting strength of the Party organization. The vision to 2045 is clearly expressed with the goal of making Vietnam a developed country with high income, rich people, strong country, democracy, fairness and civilization.

Regarding the draft Report summarizing a number of theoretical and practical issues on the socialist-oriented renovation process in the past 40 years in Vietnam, Mr. Ha Trung Thang commented that the report was built with a reasonable structure, clearly demonstrating the spirit of innovation and highlighting core issues. The basic report has pointed out new points in the leadership, direction and organization of the implementation of the 10-year Strategy; assessed the results of 5 years of implementation in the context of many difficulties and challenges beyond forecasts; at the same time, identified the causes, drew lessons and forecasted the situation in the coming time, as a basis for setting out orientations, viewpoints, tasks and solutions for the next stage. He suggested that the report should emphasize more the goal of improving the quality of life of the people, not just stopping at the income index but also clarifying the ability to access health services, education , infrastructure and living environment.

Regarding the draft Report on the assessment of 5 years of implementing the 10-year socio- economic development strategy 2021 - 2030, the direction and tasks of socio-economic development for 5 years 2026 - 2030, Mr. Ha Trung Thang commented that the report has a reasonable structure, clearly demonstrates the spirit of innovation and highlights core issues; points out new points in the leadership and direction of the organization and implementation of the 10-year strategy; the results of 5 years of implementing the strategy in the context of many new difficulties and challenges, exceeding forecasts; identifies causes and lessons learned; forecasts the situation in the coming time as a basis for proposing directions, viewpoints and tasks and solutions for the coming period.

Regarding the assessment of the situation over the past 5 years (2021-2025), Mr. Ha Trung Thang suggested that it is necessary to clarify the existing problems, especially the slow disbursement of capital to implement national target programs, uneven digital transformation; food safety and quality of goods such as counterfeit and poor quality goods on the market have not been thoroughly resolved. He also suggested that regarding the goal of building and developing the country, it is necessary to add the viewpoint of "Taking people as the center, the subject and driving force of development".

Regarding the draft Report summarizing a number of theoretical and practical issues on the socialist-oriented innovation process over the past 40 years in Vietnam on proposed theoretical awareness in the new period, he recommended the need to propose new research and theoretical development orientations suitable to the modern context such as building theories on digital transformation and modern state governance.

In addition, he said that the Report on the assessment of 5 years of implementing the 10-year socio-economic development strategy 2021 - 2030 and the direction and tasks of socio-economic development for 5 years 2026 - 2030 need to clarify the shortcomings, especially the slow disbursement of public investment, low labor productivity, uneven digital transformation, and inadequate market management. In addition, urban development and new rural construction (page 279) need to supplement the content of "Livelihood transformation, anti-poverty", rural development, and climate change adaptation.
