On the afternoon of November 5, National Assembly deputies of Son La and Vinh Long provinces continued to discuss in Group 13 three draft laws: Law on Tax Administration (amended); Law on Personal Income Tax (amended) and Law on Thrift and Anti-Waste.
Discussing the draft Law on Personal Income Tax (amended), delegate Nguyen Thi Le Thuy ( Vinh Long ) said that the personal income tax policy needs to continue to be improved in the direction that high-income earners must fulfill their obligations more, while at the same time having a mechanism to prioritize appropriate support for low-income earners and disadvantaged people. However, the current draft Law still has some contents that need to be carefully reviewed to ensure consistency and feasibility when implemented.

The delegate also recommended that there should be no tax on income from carbon credit transfers at the present stage. According to the delegate, the carbon credit market is in its formative stage, and many localities, forest owners and participating businesses are still facing difficulties in accessing the transaction mechanism and quantifying the value. “If the tax is imposed too early, it will reduce the motivation to protect and develop forests, going against the green growth target and the commitment to net zero emissions,” the delegate emphasized.
Regarding the transfer of gold bars, delegates said that the regulation of taxing at a rate of 0.1% on revenue will not reflect the true nature of profit and loss and may lead to a situation of double tax, creating an additional burden for people. Accordingly, it is necessary to consider the option of taxing based on actual income instead of revenue.
Some delegates also proposed clarifying the concept of household income, distinguishing between household income and individual member income, to avoid inconsistent application between localities.

Regarding preferential policies for research and innovation activities, delegate Dinh Cong Sy (Son La) expressed his agreement with the policy of encouraging experts and scientists ; but said that it is necessary to fully assess the impact on the State budget to ensure harmony between support goals and reasonable income regulation.
Delegates also proposed adding appropriate policies to attract foreign lecturers, experts and Vietnamese intellectuals abroad to teach, contributing to improving the quality of human resources in the spirit of Resolution 71 of the Politburo.


Regarding family deductions, delegates proposed to consider removing the condition of "inability to work" for people with disabilities who are dependents, because this condition causes difficulties in procedures and does not accurately reflect the actual need for support.
Regarding the draft Law on Thrift and Anti-Waste, delegates proposed to perfect the criteria for assessing waste, clearly define the accountability of leaders and promote publicity and transparency in public investment, public procurement and budget management, in order to prevent it right from the planning, allocation and use of resources.
