On the afternoon of November 5th, National Assembly delegates from Son La and Vinh Long provinces continued their discussions in Group 13 on three draft laws: the Law on Tax Administration (amended); the Law on Personal Income Tax (amended); and the Law on Saving and Combating Waste.
During the discussion on the draft Law on Personal Income Tax (amended), Representative Nguyen Thi Le Thuy ( Vinh Long ) stated that the personal income tax policy needs to be further improved, with higher-income earners having to fulfill their tax obligations more fully, while also having appropriate preferential support mechanisms for low-income earners and vulnerable groups. However, the current draft Law still has some contents that need careful review to ensure consistency and feasibility during implementation.

Delegates also suggested that income from the transfer of carbon credits should not be taxed at this stage. According to the delegates, the carbon credit market is in its formative stage, and many localities, forest owners, and participating businesses still face difficulties in accessing the trading mechanism and quantifying its value. "Imposing taxes too early would reduce the incentive to protect and develop forests, contradicting the goal of green growth and the commitment to net zero emissions," the delegates emphasized.
Regarding the transfer of gold bars, delegates argued that the regulation of taxing at a rate of 0.1% on revenue would not accurately reflect the nature of profit and loss and risked leading to double taxation, creating an additional burden for the people. Therefore, a tax based on actual income instead of revenue should be considered.
Some delegates also suggested clarifying the concept of household income, distinguishing between household income and the income of individual members, to avoid inconsistent application across localities.

Regarding preferential policies for research and innovation activities, delegate Dinh Cong Sy (Son La) expressed agreement with the policy of encouraging experts and scientists ; however, he suggested that a thorough assessment of the impact on the State budget is needed to ensure a balance between the goal of support and reasonable income regulation.
Delegates also proposed supplementing appropriate policies to attract foreign lecturers, experts, and Vietnamese intellectuals abroad to return to teach, contributing to improving the quality of human resources in accordance with the spirit of Resolution 71 of the Politburo.


Regarding personal deductions, delegates suggested considering removing the "inability to work" condition for dependents with disabilities, as this condition creates procedural difficulties and does not accurately reflect the actual need for support.
Regarding the draft Law on Saving and Combating Waste, delegates proposed improving the criteria for evaluating waste, clearly defining the accountability of heads of departments, and promoting transparency in public investment, public procurement, and budget management, in order to prevent waste from the planning, allocation, and use of resources.
