Strengthening training, fostering and developing the team of theoretical cadres

This task is emphasized as an important pillar in the work of Party building in terms of ideology and theory. This is a requirement of strategic significance directly linked to the strengthening of propaganda work on the Party's guidelines and policies, the State's policies and laws, and education on the Party's revolutionary traditions; linked to the work of building and rectifying the Party and a clean, strong, and comprehensive political system.

Many discussions stated that, in the context of globalization, deep international integration and strong development of digital technology , the work of training and fostering political theory poses new requirements, in which training, fostering and developing a team of political theory cadres is both an urgent task in the immediate future and a strategic, systematic and long-term task.

Theoretical cadres must not only be good at their profession, have a firm political stance and revolutionary ethics, but must also be truly imbued with Marxism-Leninism, Ho Chi Minh's thought, and the Party's policies and guidelines. Theoretical cadres must know how to effectively apply theory to teaching practice, use theory to research, analyze, summarize practice, develop theory, proactively participate in the fight against erroneous and hostile viewpoints, and contribute to protecting the Party's ideological foundation.

According to Lieutenant Colonel, Dr. Ta Thanh Chung, Party Cell Secretary, Head of the Department of Party Building and State Administration, People's Public Security Political Academy, the quality of the team of cadres and political theory lecturers is an important factor determining the success of political theory training programs.

The team of political theory teachers not only plays the role of imparting knowledge but also orienting and developing theoretical thinking and analytical skills for learners. A theoretical staff and lecturer with solid professional qualifications, modern teaching methods, combined with rich practical experience will create a vibrant learning environment, encouraging participation and interaction from learners.

Dr. Ta Thanh Chung acknowledged that political theory cadres and lecturers are not only those who impart knowledge but also must be exemplary in political qualities and revolutionary ethics. Dr. Ta Thanh Chung proposed that the draft documents submitted to the 14th Party Congress should include the requirement to build a team of cadres and lecturers who are exemplary in political qualities and qualities, and absolutely loyal to the Party, the Fatherland, and the people; at the same time, there should be a solution with mechanisms and policies to mobilize, rotate, and second cadres and lecturers of political theory to work in agencies in the political system, in localities, and at the grassroots level; and invite leading cadres, managers, and leading experts to participate in teaching, in order to closely link theory and practice.

Many theoretical cadres and lecturers teaching political theory agree with the limitations and weaknesses that the Draft documents submitted to the 14th Party Congress have pointed out. That is: Theoretical work has not met the requirements, some new, difficult, and complex issues are slow to be clarified... The propaganda and education of Marxism-Leninism and Ho Chi Minh's thought are sometimes rigid and dogmatic, and in some places are not really taken seriously, causing the effectiveness to not be as expected. The study and implementation of the Party's resolutions still have formal manifestations.

Dr. Le Trung Kien, lecturer of the Ho Chi Minh Institute and leaders of the Party and the Ho Chi Minh National Academy of Politics, proposed draft documents to supplement solutions for innovation in the recruitment, training and fostering of cadres and political theory lecturers, and to perfect the mechanism for discovering, attracting and promoting theoretical talents, especially young cadres.

In addition, forming a team of expert cadres and successive generations of cadres to meet immediate and long-term tasks; having a satisfactory salary and treatment policy mechanism so that cadres and political theory lecturers can feel secure in their profession.

In particular, the team of theoretical lecturers must be regularly updated with new knowledge and supplemented with practical experience, so that the lectures are not just dry theories, but contribute to grasping the thoughts of cadres and party members, the aspirations of the people and orienting public opinion, fighting against erroneous and hostile viewpoints.
