
In the morning session, the National Assembly discussed the Draft Law on Construction (amended); the Draft Law on amending and supplementing a number of articles of the Law on Geology and Minerals; the Draft Law on amending and supplementing a number of articles of laws in the fields of agriculture and environment.
In the afternoon, the National Assembly discussed the Draft Law on Digital Transformation; the Draft Law on High Technology (amended); and the Draft Law on amending and supplementing a number of articles of the Law on Technology Transfer.
Previously, on November 4, the National Assembly listened to the Minister of Construction and Chairman of the Committee on Science, Technology and Environment present the Submission and Report on the review of the draft Law on Construction (amended).
According to Minister of Construction Tran Hong Minh, implementing the spirit of innovation in law-making thinking, the draft Law on Construction (amended) only regulates framework issues of principle and contents under the authority of the National Assembly, so the draft Law on Construction (amended) has been rearranged and restructured to include 8 Chapters and 97 Articles (71 articles less than the current law).
The revised contents focus on the following groups of issues: Innovating methods and improving the efficiency of construction investment management; Reducing and simplifying administrative procedures and investment and business conditions; Clearly defining state management responsibilities and responsibilities of entities participating in construction activities.
On behalf of the review agency, Chairman of the Committee on Science, Technology and Environment Nguyen Thanh Hai affirmed that the Committee basically agrees with the scope of regulation of the draft Law.
To ensure no overlap with relevant Laws, the Committee recommends reviewing the provisions, ensuring that the Law only focuses on regulations for construction activities and management according to standards and norms; ensuring the spirit of "strongly shifting from pre-inspection to post-inspection associated with strengthening inspection and supervision"; and distinguishing the application of the law to two types of projects: investment projects from the state budget and investment projects with private capital.
