Agree to submit to the National Assembly the Gia Binh International Airport investment project

On November 6, the National Assembly Standing Committee gave its opinion on the Government's submission to the National Assembly on approving the investment policy of the Gia Binh International Airport construction investment project.

Reporting at the meeting, Minister of Construction Tran Hong Minh said that Noi Bai International Airport is the main international aviation gateway of Hanoi Capital and the Northern key economic region. Recently, the number of passengers passing through Noi Bai International Airport has increased higher than the national average; however, it is currently operating beyond its design capacity, and there are still some limitations in service quality, utilities, and technology compared to other international airports in the region. Although Noi Bai International Airport has researched and planned for expansion, it has encountered many Difficulties due to land fund limitations, site clearance and time needed to complete.

In that context, the investment in the construction of Gia Binh International Airport is a strategic and breakthrough step, contributing to the restructuring of the Capital Region's aviation network according to the "dual hub" model that has been successfully applied by many major cities in the world such as London (UK), Tokyo (Japan). Gia Binh International Airport will play a strategic complementary role to Noi Bai, promoting advantages in space, connectivity and infrastructure, while creating momentum for the development of industry, logistics, e-commerce, tourism and services. The project also has special significance in ensuring national defense, security and serving important foreign affairs events, especially the APEC Summit in 2027 (APEC 2027).

Investment scale level 4F according to the standards of the International Civil Aviation Organization (ICAO); meeting the exploitation needs of about 30 million passengers/year and 1.6 million tons of cargo/year by 2030; about 50 million passengers/year and 2.5 million tons of cargo/year by 2050.    Preliminary design plan, because Gia Binh International Airport is about 43 km southeast of Noi Bai International Airport and is on the main departure direction of Noi Bai International Airport, these two airports share the same airspace. Therefore, consultants and experts in air traffic management have followed 6 principles to design the airspace and flight methods to ensure optimal, safe and effective exploitation of the shared airspace.

Gia Binh International Airport will be synchronously connected to the national, regional and provincial transportation systems; in which the Hanoi area is directly connected via expressways, urban railways and national railways.

Land use demand is about 1,884.93 hectares. Preliminary compensation, support and resettlement plan   d is expected to affect approximately 7,100 households and 118 organizations; total grave need relocated about 18,800 graves.  

The investment project is in accordance with the provisions of the Investment Law. The total investment capital is about 196,378 billion VND; of which phase 1 is about 141,236 billion VND, phase 2 is about 55,142 billion VND. The project is invested by the investor's capital, including equity capital and legally mobilized capital. The expected progress of phase 1 implementation (from 2025 - 2030); of which from 2025 - 2027, the necessary works will be invested in construction to serve the 2027 APREC Summit. From 2026 - 2030, the construction of the remaining works of phase 1 will be completed to ensure synchronous operation and exploitation to meet the capacity of 30 million passengers/year and 1.6 million tons of cargo/year. Phase 2, from 2031-2050, will complete construction items to meet the capacity of 50 million passengers/year and 2.5 million tons of cargo/year.

Examining the above issue, the Economic and Financial Committee agreed with the necessity of investing in the Project. However, there were opinions suggesting to supplement the forecast of transport demand in the coming period of Gia Binh Airport and the allocation of traffic with neighboring airports. At the same time, clarify the feasibility and technical compatibility of the "multi-airport hub in the Capital region" exploitation model, in order to ensure safety, efficiency and synchronization in exploitation.

Regarding the preliminary total investment and capital sources, the Committee proposed to clarify the basis for calculating the Project's investment rate, compare the investment rate with similar airport projects in the region, and adjust according to local prices to choose the appropriate and optimal cost level. Regarding capital sources, it is necessary to clarify the ability to arrange a loan of about 167,000 billion VND, and add calculations on the impact of interest costs when compensation, support, and resettlement are delayed.
