
Speaking at the meeting, Prime Minister Pham Minh Chinh warmly welcomed the delegation of senior leaders of the Semiconductor Industry Association (SEMI) to visit and work in Vietnam within the framework of the Vietnam Semiconductor Expo 2025 (SEMIEXPO Vietnam 2025). The Prime Minister hoped to receive comments and advice from delegates to develop Vietnam's semiconductor industry.
The Prime Minister stated that Vietnam this year has set a target of achieving economic growth of 8% or more; in the coming years, it must achieve double-digit growth to complete the two 100-year strategic goals. This is an extremely big challenge in the current context, so Vietnam must innovate its development model, including rapid and sustainable development; relying on science and technology, innovation, digital transformation, green economic development, circular economy, creative economy, especially related to the semiconductor and chip industries.
This requires financial, scientific, technological, and human resources; and support and assistance from international friends in semiconductor chip production, management, and human resource training to become self-reliant in this field.

The Prime Minister hopes that delegates will advise Vietnam to develop the semiconductor industry quickly and sustainably, focusing on science and technology to make breakthroughs; stabilizing to develop, developing to stabilize; bringing benefits, prosperity and happiness to the people. We need to unite, exchange, share, and create trust for each other; in which the Prime Minister will cooperate with Vietnamese enterprises to develop the semiconductor industry.

At the meeting, Ms. Linda Tan, President of SEMI Southeast Asia, expressed her honor to have an important dialogue session with the Prime Minister and leaders of Vietnamese ministries and branches; said that the mission of the association is to promote connection and growth in the global semiconductor sector, promote public-private cooperation with partners, including Vietnam. Each year, the SEMI delegation to Vietnam is increasingly large in scale of cooperation, proving that the Vietnamese semiconductor industry is increasingly developing and attracting investors because Vietnam has great potential in this field.

SEMI is impressed by the Vietnamese Government's policy and determination to develop the semiconductor industry. This is the right time for both sides to strengthen cooperation, strongly shifting from planning to action. Ms. Linda Tan hopes that the dialogue will identify priorities and specific solutions to accelerate the development process of Vietnam's semiconductor industry; demonstrating a common determination to turn aspirations into practical results. Dutch Ambassador to Vietnam Kees Van Bar emphasized that the Netherlands has all the main stages in chip production such as: Design, production, testing, packaging... In the process of cooperation on a global scale, SEMI and the Netherlands are ready to support and realize Vietnam's semiconductor industry. According to him, Vietnam needs to establish a one-stop institution to facilitate investors.

The Ambassador emphasized that the value chain for semiconductors plays a very important role, so Vietnam needs to attract not only large enterprises but also small and medium enterprises in this field. This requires close cooperation from relevant parties such as enterprises, research institutes, strong support from the Government... Vietnam has strengths in favorable geographical conditions, advantages in intelligence, creativity, many opportunities for development, forming related business and investment relationships in the semiconductor field...
