Deputy Prime Minister Tran Hong Ha directed urgent measures to overcome the consequences of storm No. 13.

On November 7, right after storm No. 13 (Kalmaegi) dissipated, in Gia Lai, Deputy Prime Minister Tran Hong Ha chaired a direct and online meeting with leaders of the provinces and cities of Hue, Da Nang, Quang Ngai, Gia Lai, Khanh Hoa and representatives of relevant ministries, branches and forces on the damage situation, rescue and relief work and overcoming the consequences caused by the storm.

According to reports from localities, thanks to proactively implementing the "4 on-site" motto (on-site command, on-site forces, on-site means and materials, and on-site logistics), localities have limited human and property damage. During and after the storm, authorities rescued more than 200 people, promptly cleared the site, ensured smooth traffic, and provided necessities to people in affected areas. Up to now, storm No. 13 has killed 2 people, collapsed 43 houses, damaged more than 3,000 houses, and forced 93,000 households to evacuate to avoid the storm; widespread power outages in many areas. Total damage is estimated at over 5,000 billion VND.

In Gia Lai alone, storm No. 13 killed one person, injured two, and left no one missing. The entire province had 43 houses collapsed, 2,282 houses had their roofs blown off, one house burned down due to an electrical short circuit, four fishing boats were sunk by waves, 16 electric poles were broken, and many roads were eroded, cutting off traffic. Thanks to the good implementation of response, rescue, and overcoming of consequences, by the morning of November 7, activities in Quy Nhon and many localities in Gia Lai had returned to normal, demonstrating the people's good awareness of storm prevention and control.

The electricity sector has mobilized nearly 1,000 officers and workers along with equipment, materials and machinery to urgently fix the problem, striving to completely restore the power grid as soon as possible to restore power to serve people's production and daily life.

The Ministry of Industry and Trade reported on the safety of hydropower projects, including the La Hieng 2 hydropower dam on the Ky Lo River, which is at risk of being unsafe. Deputy Prime Minister Tran Hong Ha requested that if timely repairs are not ensured, the project must be temporarily suspended to avoid the risk of an incident causing greater damage.

The representative of the Ministry of Construction reported to the Deputy Prime Minister information related to the incident of a cargo ship running aground in the waters of Quang Ngai. To avoid the risk of the ship sinking, causing oil spills and environmental pollution, the Ministry will organize a tow to remove the ship from the stranded area. In addition, the railway and road systems in many places have been disrupted, causing traffic jams, and forces are urgently working to resolve the situation.

Lieutenant General Le Quang Dao, Deputy Chief of the General Staff of the Vietnam People's Army, affirmed that the army is always ready with forces and means to rescue when requested.

The Ministry of Public Security has mobilized forces with localities to ensure smooth traffic.

Concluding the meeting, Deputy Prime Minister Tran Hong Ha affirmed that storm No. 13 was a strong storm, but thanks to timely and realistic forecasts and decisive and correct direction, the damage was limited to the lowest level. Localities have proactively taken preventive measures, put forward many reasonable scenarios and plans, evacuated people appropriately, organized serious sea bans and especially effectively implemented the "4 on-the-spot" motto, thanks to which Vietnam is one of the countries with the lowest damage in the region.

To quickly stabilize life after the disaster, the government, departments, agencies and relevant forces need to quickly organize the repair of electricity and road systems in damaged localities. Military forces focus on searching for missing people. Localities will soon have plans to build houses for households whose houses have completely collapsed, repair and repair houses with blown-off roofs. For households with dead and missing people, local authorities will quickly visit and support. The government will balance the budget and support provinces depending on the situation. In addition, localities will continue to assess people's living conditions to make reasonable adjustments, creating conditions for people to stabilize their lives after the disaster.
