Cut 30% of time, costs, and business conditions in administrative procedure settlement

The Government has just issued Resolution No. 86/NQ-CP on implementing key tasks in the last months of 2025. The Resolution clearly identifies groups of tasks and urgent solutions to promote administrative reform and effectively operate two-level local governments.

Regarding the operation of two-level local government and administrative procedure reform, the Government requires ministries and agencies to continue to provide professional guidance and support to localities, especially at the commune level, cadres, civil servants, and professional officials in decentralized tasks and administrative procedures (APs), with decentralized powers and authority.

Focus on implementing plans to reduce and simplify administrative procedures according to 14 Decisions of the Prime Minister , ensuring that by 2025, the time to handle administrative procedures will be reduced by at least 30%, the cost of complying with administrative procedures will be reduced by 30%, and business conditions will be reduced by 30%.

Localities shall arrange adequate human resources, facilities, and equipment for communes and wards, and increase the mobilization of provincial-level officials to support commune-level officials, especially for newly decentralized tasks and administrative procedures with assigned authority and a large number of records such as land, household registration, construction, finance, investment, etc. Strengthen training and improve the quality of human resources to receive and resolve administrative procedures.

The Government also emphasized the need to promote digital transformation and restructuring of online public services. Ministries, branches and localities need to continue to reduce and simplify administrative procedures at all levels, in accordance with the direction of General Secretary To Lam in Notice No. 07-TB/CQTTBCD dated October 15, 2025 and of the Prime Minister in Official Dispatch No. 201/CD-TTg dated October 23, 2025. The goal is to complete the restructuring of online public service processes at the provincial and commune levels in 2025, ensuring that 100% of public services of ministries and agencies are integrated into the National Public Service Portal.

The Ministry of Justice is assigned to preside over and coordinate with the Government Office, the Ministry of Home Affairs and relevant agencies to review all administrative procedures at the provincial and communal levels, propose reduction and simplification plans and report to competent authorities before November 15, 2025.

In addition, the Government Office will submit to the Prime Minister in December 2025 a Decision amending the Regulations on management, operation and exploitation of the National Public Service Portal, replacing Decision No. 31/2021/QD-TTg.

The Government also directed the Ministry of Home Affairs to preside over and coordinate with relevant agencies and localities to urgently advise on legal documents under the authority of the National Assembly Standing Committee and the Government related to the organization of the apparatus, job positions, classification of administrative units, classification of urban areas and standards of administrative units, and documents related to the organization of two-level local governments.
