
Under the direction of Vice Chairman of the National Assembly Vu Hong Thanh, the National Assembly Standing Committee gave opinions on the draft Resolution of the National Assembly stipulating a number of mechanisms and policies to remove difficulties and obstacles in organizing the implementation of the Land Law.
Presenting the Summary Report of the draft Resolution, Minister of Agriculture and Environment Tran Duc Thang stated: The Resolution was issued to fully and promptly institutionalize the viewpoints and policies of the Party and State on land policy, promptly remove "bottlenecks" and new issues arising from practice, contributing to the realization of socio -economic development goals, improving the effectiveness and efficiency of land management and use, creating momentum to turn our country into a developed country with high income.
The Draft Resolution consists of 3 chapters and 13 articles, stipulating 3 groups of contents: Institutional contents, viewpoints, goals, tasks, and solutions according to the Resolution of the Central Executive Committee and the Conclusion of the Politburo; contents to resolve "bottlenecks" pointed out in Notice No. 08-TB/BCĐTW of the Central Steering Committee on perfecting institutions and laws; contents to continue to remove difficulties and obstacles in the process of implementing the Land Law.
Briefly presenting the Preliminary Review Report, Chairman of the Economic and Financial Committee Phan Van Mai said that the Standing Committee of the Economic and Financial Committee basically agreed with the necessity of issuing the Resolution. The draft Resolution dossier has been seriously prepared by the Government, in accordance with regulations, and is qualified to be submitted to the National Assembly Standing Committee for consideration and decision by the National Assembly according to the shortened procedures.
Through discussion, many delegates proposed to continue reviewing the provisions of the draft Resolution, ensuring compliance with the provisions of the Constitution; not contradicting or overlapping with current laws; ensuring feasibility, fairness, transparency, not causing complaints, lawsuits, affecting the rights of the people...
The National Assembly Standing Committee highly appreciated the Government and the Ministry of Agriculture and Environment for their efforts and prompt completion of the draft Resolution, which basically met the requirements as prescribed. The National Assembly Standing Committee agreed with many contents in the Government's Submission and the Report of the Economic and Financial Committee; agreed with the Government's proposal to add the draft Resolution to the 2025 Legislative Program, and submit it to the National Assembly for consideration and approval under the shortened process at the 10th Session.
Concluding the meeting, Vice Chairman of the National Assembly Vu Hong Thanh suggested that the Government continue to direct the review of the contents of the draft Resolution, ensuring that it closely follows and is consistent with the Party and State's guidelines and policies, especially the new resolutions of the Politburo.
Next, the National Assembly Standing Committee listened to Minister of Education and Training Nguyen Kim Son present the draft Resolution of the National Assembly on a number of specific and outstanding mechanisms and policies to make breakthroughs in education and training development.
Presenting the review report, the Chairman of the Committee on Culture and Society said: The Standing Committee of the Committee requested the drafting agency to continue reviewing to avoid duplication with mechanisms and policies that have been institutionalized in draft laws in the field of education and training being submitted to the National Assembly at the 10th Session; not to re-regulate content under the Government's authority...
Regarding specific contents on management and development of human resources in the education sector, the Standing Committee of the Committee approved the decentralization and assignment of authority to the Director of the Department of Education and Training to recruit, receive, mobilize, transfer, and second teachers in public preschool, general education, and continuing education institutions in the area to create a mechanism to solve the problem of local teacher surplus and shortage in the locality. The examining agency proposed to study and supplement the mechanism of delegating authority to the Chairman of the People's Committee at the commune level to mobilize and transfer teachers within the scope of management...
Regarding finance and investment incentives for education and training, many discussion opinions agreed with the assessment in the review report, suggesting that the draft resolution only stipulate specific policy contents that are not yet regulated by law; research to institutionalize superior mechanisms to encourage, attract and effectively promote social resources for investment in education and training.
Chairman of the Committee for Culture and Society Nguyen Dac Vinh and a number of delegates proposed to study and clearly define the meaning of the terms clean land and convenient clean land fund; clarify the mechanism for flexible conversion of land use purposes to educational land without having to meet the conditions and requirements for conversion of land use purposes according to the land law to avoid arbitrariness.
