Defense exercise in area 2 - Phuc Tho and Thach That commune, Hanoi

Delegates attend the opening ceremony of the 2025 regional defense exercise.

Attending the opening ceremony were representatives of the Hanoi City Steering Committee, agencies of the Ministry of National Defense , leaders of the Party Committee, People's Committee, Military Command and police of 40 communes and wards expected to organize defense drills in 2026.

After more than four months of operating under the two-level local government model, the Defense Command of Region 2 - Phuc Tho has gradually improved its organization, staffing, built and completed operating regulations and coordination regulations; coordinated with 35 communes and wards to review, propose arrangements and appointments of staff of the Commune-level Military Command; assigned responsible officers, grasped the situation and guided communes and wards in the area on the work of organizing and building militia and self-defense forces, reserve mobilization, selecting and calling citizens to join the army, training, combat readiness, civil defense, natural disaster prevention, search and rescue... contributing to the good performance of military and defense tasks in the locality.

Implementing the direction of the Capital Command on organizing regional defense exercises, the Defense Command of Region 2 - Phuc Tho and Thach That commune have seriously grasped the leadership documents, directions and instructions of the City's Exercise Steering Committee on the exercise tasks.

On that basis, develop a drill plan through the City Drill Steering Committee to fully receive and absorb it; build a complete system of documents to ensure that the drill tasks are in accordance with instructions; proactively coordinate with the functional agencies of the Command, mobilize and receive reserve forces; organize drills in advance according to regulations; actively practice the contents in the drill on operating mechanisms and the actual combat shooting part; coordinate with the functional agencies of the Command to determine a plan to ensure good security for the forces participating in the drill...

Through the exercise, the aim is to improve the level, capacity of leadership, command, consulting, and coordination of the Regional Defense Command and local authorities at the commune level; at the same time, adjust, supplement, and complete combat plans close to the actual situation according to the 2-level local government model.

Speaking at the rehearsal, Permanent Vice Chairman of the Hanoi People's Committee Duong Duc Tuan affirmed that the rehearsal is an important political task to continue to improve the leadership and command capacity of Party committees and authorities at all levels in the city's defense area. Therefore, the Party committees, commanders and authorities of the two rehearsal units need to lead and direct in a focused and close manner.

The stages and steps in the rehearsal process must be organized scientifically and seriously to ensure practicality, effectiveness and safety; flexibly and creatively apply theoretical content to practice in accordance with the situation at the grassroots level.

The Standing Vice Chairman of the City People's Committee requested the officers and soldiers of the Defense Command of Zone 2 - Phuc Tho and Thach That commune to further promote the sense of responsibility, closely coordinate between forces, ensure the harmony between the operation of the mechanism and the actual combat; between the command and operation of the Party Committee and the government with the advisory role of the military, police and departments; promote the sense of discipline, regular working style, ensure each content, each stage achieves quality, efficiency and absolute safety; unite, overcome difficulties, determined to complete the content of the exercise program well with the motto "Practical, effective, no ostentation, no formality".

This is also a pilot unit for the Capital Command to gain experience, research, direct and guide regional defenses and communes and wards to effectively conduct defensive combat exercises in 2026 and the following years.

The exercise took place in four phases: For the Defense Command of Region 2 - Phuc Tho: Changing to combat readiness status, organizing defensive operations; practicing defensive operations; and practicing combat shooting.

For Thach That commune: Move armed forces into combat readiness states, move localities into defense states; organize preparations for defensive operations; practice defensive operations (handle situations on a sand table); practice combat shooting.

Immediately after the opening ceremony, units and localities began practicing the drills as planned. The drills lasted from November 6-8.
