Vice Chairman of the Provincial People's Committee Quach Tat Liem gave his opinion on a number of key traffic projects.

On the afternoon of November 5, comrade Quach Tat Liem - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee chaired the conference to listen to the Vinh Phuc Regional Project Management Board report on the progress of implementing a number of key traffic projects and the progress of implementation, disbursement of traffic projects (including projects transferred from the district level); the work of receiving, handing over, and implementing projects transferred from the district level.

At the conference, the Vinh Phuc Regional Project Management Board reported on the progress of several projects: Traffic infrastructure connecting the Capital Region; parallel road of Hanoi - Lao Cai railway from National Highway 2C to Hop Thinh - Dao Tu road and from Hop Thinh - Dao Tu road to extended Provincial Road 304; renovation and expansion of National Highway 2, Vinh Yen - Viet Tri section.

Currently, the projects still face some difficulties and problems such as: Difficulties in determining land prices; land acquisition, compensation, site clearance (GPMB); surveying, mapping...

Regarding the disbursement of transport projects of the Vinh Phuc Regional Project Management Board, the Board currently has 94 transport projects with capital plans for 2025, of which 31 projects are merged from provincial project management boards and 63 projects are received from the old district level. During the implementation process, there are still some difficulties affecting the disbursement progress such as: Compensation and site clearance work carried out by communes and wards encounter many difficulties, the implementation progress is still slow; high prices of raw materials, especially earth filling materials and construction sand, affect the construction progress of the works; there are still some difficulties in implementing procedures...

Concluding the conference, Vice Chairman of the Provincial People's Committee Quach Tat Liem emphasized that these are key transport projects of special importance, creating momentum for socio -economic development, strengthening regional connectivity and completing the province's transport infrastructure. To ensure the progress of the projects, the Vinh Phuc Regional Project Management Board needs to closely coordinate with localities, relevant departments and branches to focus on removing obstacles in site clearance, resettlement, determining land prices, completing investment documents and procedures... At the same time, develop a detailed plan for resettlement. Localities should strengthen propaganda and mobilization work, create consensus among the people in site clearance and project implementation. For households that deliberately violate and re-encroach on the site, the People's Committees of communes and wards need to resolutely handle them according to regulations.

The Vice Chairman of the Provincial People's Committee assigned the Department of Finance to preside over the allocation of funds in accordance with the investment policy, ensuring resources for the implementation of the items.

Regarding the implementation and disbursement of transport projects, he requested the Vinh Phuc Regional Project Management Board to review all projects and urgently classify them into groups to have a specific disbursement plan. The site clearance work of the projects needs to be consulted and have specific documents assigned to the commune level or considered for assignment to the Land Fund Development Center. The Vinh Phuc Regional Project Management Board regularly updates and reports to the Provincial People's Committee on progress, difficulties and problems to direct timely resolution, ensuring project progress and disbursement progress of public investment capital.
