
Delegates attending the conference
On August 15, 2025, the Provincial Veterans Association issued Decision No. 186/QD-CCB to establish Emulation Cluster No. 4, including 36 Veterans Associations of communes and wards in 36 communes and wards, including 32 communes and 4 wards with 1,207 branches and 71,173 veteran members.
Under the leadership of Party committees at all levels, the Veterans Association at all levels in the cluster has promoted the nature of "Uncle Ho's soldiers", the tradition of "Loyalty, solidarity, exemplary, innovative" to overcome difficulties and carry out emulation movements well.
The Association at all levels regularly disseminates to cadres and members to grasp and implement well the directives and resolutions of Party committees at all levels, the State's legal policies, actively promote studying and following Ho Chi Minh's ideology, morality and lifestyle, associated with the emulation movement "Exemplary war veterans".
Actively advise and coordinate with the Social Policy Bank and local Party committees and authorities to find solutions to consolidate and improve credit quality and implement entrustment, attach importance to the quality of operations of management boards, savings and loan groups, and transaction quality at communes, wards, and towns.
Regularly synthesize and monitor loans from the national employment fund and loans entrusted to the social policy bank. For loans from the Central Association National Fund, since the beginning of the year, the Veterans Associations in the cluster have approved 21 projects for 21 veteran households to borrow, creating jobs for 35 people with a total outstanding debt of 700 million VND. For loans from the Social Policy Bank, the total outstanding debt has reached 844.60 billion VND with 15 preferential credit programs...

Conference scene
The cluster maintains the operation of 13 CCB clubs doing economic work at the commune level with 30 enterprises and 1 agricultural service cooperative, mobilizing 20 billion VND from enterprises and 7 billion VND from the Association Fund for 130 farms, 420 households, 345 business households who are members to borrow low interest rates for production, creating regular jobs for 500 workers, including children of CCB.
During the year, the Veterans Associations in the cluster also contributed and supported the repair and construction of 20 houses for members with difficult housing circumstances with a total value of 805 million VND.
In 2026, the Veterans Association of Emulation Cluster No. 4 is determined to continue promoting the qualities of "Uncle Ho's Soldiers", actively and effectively participating in the work of building and protecting the Party, government and people, contributing to the successful implementation of the local socio-economic development plan.
Building a strong and comprehensive association, exemplary members, 98% of members' families, 100% of them with the title of cultural family. 100 War Veterans Association organizations have completed their tasks well, 35-36% have completed their tasks excellently, 100% of members have completed their tasks, 35-37% have completed their tasks excellently. Building models of war veterans who are good at doing business, providing financial support to help poor members with housing difficulties.

The Chairman of the Association of War Veterans of communes in Emulation Cluster No. 4, the Provincial Association of War Veterans signed a commitment to compete in 2026.
At the conference, delegates organized a review of the 2025 emulation of the cluster and launched a special emulation movement to welcome the 14th National Congress of the Party and the 8th National Congress of the Vietnam Veterans Association , term 2016 - 2031.

Delegates visited the wooden furniture production facility of veteran Nguyen Ba Thuc - Hong Bang village, Xuan Lang commune.
During the conference program, delegates visited some typical economic development models of members of the Veterans Association of Xuan Lang commune.
