New regulations on provincial agricultural extension centers

In Circular No. 60/2025/TT-BNNMT, the Ministry of Agriculture and Environment guides the functions, tasks, powers and organizational structure of the Provincial Agricultural Extension Center.

The Ministry of Agriculture and Environment issued Circular No. 60/2025/TT-BNNMT dated October 14, 2025 guiding the functions, tasks, powers and organizational structure of public service units performing agricultural extension work at the provincial and commune levels, including regulations on the Provincial Agricultural Extension Center.

Accordingly, agricultural extension is the activity of transferring technical advances, information, disseminating knowledge and vocational training to farmers in the fields of agriculture , forestry, fishery and salt industry to improve capacity and efficiency of agricultural production and business, environmental protection and new rural construction.

Public service units performing agricultural extension work at the provincial and communal levels include: Provincial Agricultural Extension Center; Public service units under the People's Committees of communes, wards, and special zones assigned to perform agricultural extension tasks.

Provincial Agricultural Extension Center

Article 2, Circular 60/2025/TT-BNNMT stipulates the position and functions of the Provincial Agricultural Extension Center as follows:

The Provincial Agricultural Extension Center is a public service unit serving state management under the Department of Agriculture and Environment, with the function of organizing and implementing agricultural extension activities at the provincial level and guiding, coordinating, urging, inspecting, and supporting communes to carry out agricultural extension work according to the provisions of law.

Provincial Agricultural Extension Center has legal status, its own seal, and is allowed to open an account according to regulations.

Operating expenses of the Provincial Agricultural Extension Center are implemented according to the provisions of law.

Duties and powers of the Provincial Agricultural Extension Center

The Provincial Agricultural Extension Center has the following duties and powers:

- Proposing the development of legal documents, policy mechanisms, and technical and economic norms on agricultural extension.

- Develop programs, projects, plans, and tasks for local agricultural extension and organize implementation after approval.

- Guide, coordinate, urge and support agricultural extension work at communes, agricultural extension collaborators and community agricultural extension workers.

- Develop programs, documents and organize training, coaching, fostering, information and propaganda, forums, seminars, conferences, workshops, competitions, fairs, exhibitions, tours, and capacity building for commune-level agricultural extension staff, agricultural extension collaborators, community agricultural extension workers, farmers, and producers.

- Build demonstration models applying technical and technological advances in agricultural production suitable to each locality and the development orientation of the industry; transfer technical and technological advances from models and typical production models to a large scale; guide and support the construction and development of standard raw material areas.

- Organize the implementation and provision of public career products and services using the state budget for agricultural extension according to the provisions of law.

- Consulting, services, international cooperation, public-private partnership in agricultural extension activities according to the provisions of law.

- Coordinate the implementation of management, inspection, preliminary and final review, and evaluation of the effectiveness of agricultural extension activities in the whole province.

- Participate in scientific and technological research, innovation and digital transformation, prevention and overcoming consequences of natural disasters and epidemics, and implementing programs and projects on agricultural and rural development and environmental protection in the locality.

- Perform other tasks as prescribed by law and assigned by the Director of the Department of Agriculture and Environment.

Organizational structure of the Provincial Agricultural Extension Center

The organizational structure of the provincial agricultural extension center includes specialized and professional departments and equivalent specialized technical organizations serving agricultural extension work.

Based on work requirements, the Department of Agriculture and Environment is responsible for submitting to the Provincial People's Committee to prescribe the functions, tasks, powers and organizational structure of the Agricultural Extension Center in accordance with the provisions of law, in accordance with the specific conditions of each locality.

Regarding implementation, Article 4 of Circular 60/2025/TT-BNNMT stipulates as follows:

The Department of Agriculture and Environment is responsible for advising competent authorities: Perfecting public service units to carry out agricultural extension work at the provincial and communal levels; arranging and assigning agricultural extension officers to ensure task requirements and in accordance with the specific conditions of each locality; promulgating mechanisms and policies on agricultural extension activities, remuneration regimes for agricultural extension collaborators and community agricultural extension workers; regulations on coordination in implementing agricultural extension work in the provincial area as assigned.

Provincial agricultural extension center: Provide professional and technical guidance and coordinate with the People's Committees at the commune level in managing and implementing agricultural extension tasks in the area.

Organize training and capacity building for commune-level agricultural extension staff, agricultural extension workers and community agricultural extension workers.

Circular No. 60/2025/TT-BNNMT regulating public service units for agricultural extension at provincial and commune levels takes effect from October 15, 2025.
