Striving to inaugurate the 2nd Facility of Viet Duc and Bach Mai Hospitals on December 19

The Government Office issued Notice No. 591/TB-VPCP dated October 31, 2025, concluding the inspection and supervision of the construction investment project of Facility 2 of Viet Duc Friendship Hospital and the construction investment project of Facility 2 of Bach Mai Hospital in Ninh Binh.

Deputy Prime Minister Le Thanh Long acknowledged, highly appreciated and commended the great efforts of the Ministry of Health , the Project Management Board, contractors and relevant ministries and agencies in organizing and implementing the work of the two projects.

In fact, there has been clear progress at the two projects, many items have been basically completed, some items are being urgently completed to meet the progress requirements set out in Resolution No. 34/NQ-CP dated February 13, 2025 and the directions of General Secretary To Lam , the Government, and the Prime Minister.

The handling of difficulties and obstacles at the two project works to soon put the two hospitals into operation and use has received the attention of the people and the whole society and the special close direction of General Secretary To Lam and Prime Minister Pham Minh Chinh to serve the work of caring for and protecting people's health, improving the quality of medical examination and treatment and contributing to reducing hospital overload, while not wasting state resources.

Resolutely remove obstacles to put Facility 2 of Viet Duc Hospital and Bach Mai Hospital into operation soon

The Deputy Prime Minister requested the Ministry of Health, the Project Management Board, contractors and relevant ministries and agencies to continue to be determined, make efforts, be proactive, focus maximum resources, synchronously, resolutely and effectively implement solutions to completely resolve arising difficulties and problems and complete the remaining work and tasks at the two project works, in which the following key tasks should be noted:

The Ministry of Health, according to its functions, tasks and authority, directs the Project Management Board to urgently appraise and approve the design estimate for the construction drawings of the electromechanical items of the Bach Mai Hospital Facility 2 investment project according to regulations; carry out the signing of the contract adjustment appendix immediately after the design estimate for the construction drawings is approved and finalize the payment for completed items that are not directly related to the design estimate for the construction drawings according to regulations.

Coordinate with the ministries of Construction and National Defense to direct contractors to urgently complete fire prevention and fighting design documents and documents as a basis for payment settlement according to regulations; complete these tasks before November 10, 2025.

Direct the Project Management Board to urgently complete the infrastructure items outside the building; to be completed before November 15, 2025.

Direct the Project Management Board, Viet Duc Friendship Hospital, and Bach Mai Hospital to promote the procurement and bidding of equipment to ensure quality and progress, in accordance with legal regulations and operations when the two hospitals begin operations.

Direct the two hospitals to prepare plans for human resources, equipment, information technology systems and operational organization so that the two hospitals can begin operations as soon as the two project works are completed.

At the same time, preside over and coordinate with the Ministry of Finance and relevant ministries and agencies to urgently develop and complete documents on specific mechanisms to ensure the operation of the two hospitals; report to the Government with complete documents, ensuring quality according to regulations before November 15, 2025.

Continue to closely follow the actual situation; update the implementation plan for all tasks of the 2 projects, including carefully reviewing the progress of the remaining items that need to be implemented to complete the 2 projects and other assigned tasks and works.

Continue to strictly implement the weekly reporting to the Prime Minister on the progress, situation and results of assigned tasks; promptly report and make recommendations to competent authorities on issues beyond their authority.

The Ministry of Health discussed and agreed with the Ministry of Construction to carefully review the progress, consider completing legal procedures and documents according to regulations; strive to organize the inauguration of 2 projects at the same time as the inauguration ceremony, start construction of large-scale and meaningful projects and works on the occasion of the 79th anniversary of the National Resistance Day and welcome the 14th National Congress of the Party for the 2025-2030 term (scheduled to be held on December 19, 2025) according to the direction of the Prime Minister in Official Dispatch No. 158/CD-TTg dated September 4, 2025.

Develop and complete documents on specific mechanisms to ensure the operation of the two hospitals, ensuring quality and progress.

The Deputy Prime Minister assigned the Ministry of Public Security to preside over and guide the Ministry of Health, the Project Management Board, and contractors to thoroughly resolve problems arising in fire prevention and fighting work; direct relevant units to review and appraise fire prevention and fighting designs as soon as they receive complete documents and approve fire prevention and fighting acceptance for the two project works according to regulations.

The Ministry of Construction guides the implementation of related tasks and works in accordance with the spirit of Resolution No. 34/NQ-CP; directs relevant units to review and appraise the design estimates for construction drawings for the remaining items according to regulations.

Continue to direct Hanoi Construction Corporation to coordinate with contractors to urgently focus on completing documents on fire prevention and fighting design and documents as a basis for payment settlement according to regulations; focus maximum resources and coordinate closely with the Ministry of Health and the Project Management Board to complete the remaining items at the Viet Duc Friendship Hospital Facility 2 project and other tasks according to plan, ensuring the quality and progress as committed, in accordance with the provisions of law.

The Ministry of National Defense continues to direct Corporation 36 to coordinate with contractors to urgently focus on completing fire prevention and fighting design documents and documents as a basis for payment settlement according to regulations; focus maximum resources and coordinate closely with the Ministry of Health and the Project Management Board to complete the remaining items at the Bach Mai Hospital Facility 2 project and other tasks according to plan, ensuring the quality and progress as committed, in accordance with the provisions of law.

The Ministry of Finance proactively coordinates and guides the Ministry of Health in developing and completing documents on specific mechanisms to ensure the operation of the two hospitals, ensuring quality and progress of reporting to the Government.

The People's Committee of Ninh Binh province, according to its functions, tasks and authority, directs relevant agencies to accelerate the progress of completing the construction of social housing for staff working at the second facility of the two hospitals; urgently complete the infrastructure items outside the project and ensure the necessary conditions for convenient use immediately upon completion of the two project works./.
