(Chinhphu.vn) - The Ministry of Health is seeking comments on the draft Circular guiding the management of occupational hygiene and workers' health.

Draft Circular proposes guidelines on occupational hygiene management, employee health care; first aid and emergency care at the workplace; reporting regime.

Occupational hygiene management

According to the draft, the content of labor hygiene management includes: Establishing and updating records of labor environment hygiene of the labor facility; monitoring the labor environment; controlling, preventing and minimizing the effects of harmful factors in the labor environment on health; ensuring compliance with requirements on sanitation and welfare at the workplace.

Every year, the labor facility must develop content for occupational hygiene management and employee health management in the labor facility's occupational safety and hygiene plan.

The labor environment monitoring organization shall base on the labor environment hygiene records and actual survey at the labor facility to establish a labor environment monitoring plan before implementation.

The organization that monitors the working environment shall notify in writing or by email 03 days in advance from the date of performing the monitoring of the working environment at the labor facility about the time and place of performance to the Department of Health where the labor facility is located.

Job placement and arrangement must be suitable to the health status of the employee.

The draft clearly states that the content of employee health management includes: health check-ups before job placement, periodic health check-ups, occupational disease detection check-ups and periodic occupational disease check-ups; hygiene and disease prevention, non-communicable diseases, ensuring food safety, improving health at the workplace; organizing first aid and emergency response forces for occupational accidents at the workplace (first aid, emergency) and ensuring first aid and emergency equipment.

Workers are managed, cared for, and prevented from occupational diseases from the time of recruitment and throughout their working time at the workplace.

The draft clearly states that the arrangement and assignment of jobs must be suitable to the health status of the employee and meet the following requirements:

Do not assign people with occupational diseases to work in positions that involve contact with harmful factors that cause occupational diseases when exposure to these harmful factors has not been controlled or minimized.

Restrict the arrangement of employees with chronic diseases to work in positions with harmful factors related to the disease. In case of having to arrange employees with chronic diseases to work in positions with harmful factors related to the disease, the employer must fully explain the harmful factors to the health of the employee and can only arrange the work after receiving the written consent of the employee.
