The Deputy Prime Minister expressed his emotion when meeting and listening to the enthusiastic, intellectual opinions and practical suggestions from experts and businessmen.
"This is a dynamic community, matured through many generations and always has a mindset towards the Fatherland, making many contributions to the cause of national development," the Deputy Prime Minister shared, adding that there are profound changes on a global scale, especially the remarkable development of science and technology, innovation, and digital transformation that are fundamentally changing the structure of the economy and reshaping the global value chain.
Domestically, after nearly 40 years of persistent implementation of the Renovation process, Vietnam has achieved great achievements. Up to now, Vietnam has risen to be among the 34 largest economies in the world , the 15 developing countries attracting the largest FDI in the world; the top 20 countries in terms of trade scale; GDP per capita has exceeded 5,000 USD, belonging to the group of countries with high average income (from 4,500-14,000 USD according to World Bank standards).
However, the challenge is how to liberate resources, promote rapid and sustainable growth and successfully achieve the two 100-year goals and become a developed, high-income country by 2045.

According to calculations by the World Bank and IMF, there are currently about 86 countries and territories reaching upper middle income levels. (from 14,000 USD or more) . Of these, only 43 countries have overcome the middle-income trap and become high-income countries, mainly island nations and tax havens.
In Asia, apart from the resource-rich countries in the Middle East, only Japan, South Korea, Taiwan (China), and Singapore have done this. Notably, Japan is the only country with a population of over 100 million that has successfully overcome the middle-income trap.
"Learning from the lessons of these countries, the successful experience is to promote development based on science and technology, innovation, and digital transformation; taking science and technology as the main driving force for growth," the Deputy Prime Minister affirmed.
In response to that request, the Ministry of Finance and NIC have made efforts to form and develop Vietnamese Innovation and Expert Networks.
Recognizing the results that the Association has achieved in recent times, the Deputy Prime Minister suggested that the Association establish an Innovation Network in the UK and the Republic of Ireland, thereby combining with domestic and international partners to form research groups to produce specific products, making practical contributions to the country's science and technology development process.
According to the Deputy Prime Minister, the Association needs to proactively lead innovation initiatives, promote knowledge and experience transfer through specific projects and programs to bring the world's best and progress to Vietnam, and together solve the country's major problems.

In particular, promote cooperation with partners in the UK to deploy 11 strategic technology industry groups, initially focusing on areas where the UK has strengths such as quantum, AI, semiconductors, healthcare, pharmaceuticals, etc.; strengthen the spirit of solidarity and mutual support, creating a unified bloc to effectively contribute to the country's development.
On the side of ministries, branches, agencies, the Ministry of Finance and NIC play the role of domestic focal point to coordinate, connect, and concretize the programs, ideas, and proposals of the Association.
The Ministry of Foreign Affairs and the Vietnamese Embassy in the UK continue to create favorable conditions for the Association to operate, promptly support and report to the State any difficulties and problems that arise.
The Ministry of Science and Technology proactively coordinates with the Association and Vietnamese experts and intellectuals to receive and grasp information, promote cooperation with the UK in the fields of science and technology, innovation, digital transformation in general and deploy 11 strategic technology groups in particular.
The Deputy Prime Minister affirmed that the Vietnamese Government always follows and looks forward to the success of Vietnamese intellectuals in the UK and the Republic of Ireland. At the same time, it is ready to create the most favorable environment for experts and intellectuals to maximize their capacity and contribute to the country's development in any position./.
