Clearly demonstrates modern thinking in network security management
National Assembly Deputy Nguyen Thi Lan highly appreciated the Drafting Committee for its meticulous and serious work, with a spirit of openness and high responsibility. According to the delegate, the draft Law on Cyber Security is an important step forward, contributing to perfecting the legal system on protecting national sovereignty , information security and social order and safety in cyberspace.
"What I especially appreciate is that the draft has been developed with vision and depth, harmoniously combining prevention, protection, management and handling of violations; clearly demonstrating modern thinking in cyber security management," National Assembly Deputy Nguyen Thi Lan emphasized.

According to delegates, in the context of comprehensive digital transformation, cybersecurity is not only a "protective shield", but also a "soft infrastructure" that helps promote innovation, research and technology application, especially in the fields of science and agriculture, two important pillars of the knowledge economy and national food security.
Through research, delegates said that this draft law has many remarkable new points. Firstly, the legislative thinking is very progressive, not only focusing on protection but also aiming at sustainable development in the digital age. Secondly, the draft has classified information systems by level, clearly defining the list of important systems, helping to protect the national digital infrastructure. Thirdly, focusing on the development of science - technology , human resources and international cooperation, demonstrating a long-term vision, associated with the integration trend. Fourthly, clarifying the responsibilities between agencies, organizations and enterprises, creating a synchronous and transparent coordination mechanism. "Overall, this is a solid legal corridor, both ensuring security and promoting innovation, digital transformation and sustainable development," analyzed National Assembly delegate Nguyen Thi Lan.
Commenting on clarifying some contents of the draft law, regarding Article 40 on Research and Development of Cyber Security, National Assembly Deputy Nguyen Thi Lan acknowledged that the draft mentioned the research and development of software and cyber security equipment. However, there are no clear regulations on research cooperation, data sharing and high-quality human resource development. The delegate suggested adding regulations to encourage cooperation between research institutes, universities and domestic and foreign enterprises, sharing data, developing technology and ensuring information security in scientific and innovative activities.
"Currently, there is no specific law regulating this issue, so this is a new and very necessary proposal. If added, this regulation will connect the State - scientists - businesses, forming a national cybersecurity innovation ecosystem. Experience from Korea and Singapore shows that this cooperation model helps them both ensure cybersecurity and strongly develop the digital technology industry," National Assembly Deputy Nguyen Thi Lan cited.
Protect agricultural data infrastructure, ensure food security
Regarding Article 14 on the National Security Information System, the current list covers many areas: energy, finance, health, transportation, environment... However, delegates said that this content has not mentioned the fields of agriculture and food security, while this is an area that is undergoing rapid digital transformation. Especially when today's agriculture applies IoT, satellites, artificial intelligence (AI), blockchain... so data on crops, plant varieties, and supply chains are very vulnerable to cyber attacks, which can affect food security and social stability.
Therefore, delegates proposed to add to Clause 2: "National information system in the field of agriculture, food security, agricultural supply chain and natural resource data". This provision will help protect agricultural data infrastructure, ensure food security, and encourage businesses and universities to invest more in technology and security. Experience from Israel and Japan shows that they have considered agricultural data as a strategic resource, protected similarly to energy or finance.

Regarding Article 34 of the Cyber Security Technical Standards and Regulations, National Assembly Deputy Nguyen Thi Lan said that this assigns the Ministry of Science and Technology to issue technical standards, however, there is no mechanism for testing new technologies (sandbox) in areas such as cyber security, data science, artificial intelligence and smart agriculture. In reality, technology develops faster than the legal framework, without a flexible testing mechanism, it will be difficult to encourage innovation. Therefore, the delegate proposed to add the regulation: "The State allows controlled testing (sandbox) for new technologies in the fields of cyber security, data science, artificial intelligence and smart agriculture before issuing official technical standards".
"The sandbox mechanism will help businesses and research institutes test innovations in a safe environment, while providing management agencies with practical data to issue appropriate standards. This model has been applied very effectively by the European Union, Japan and Australia, helping to ensure people's safety while still promoting innovation and enhancing national competitiveness," said National Assembly member Nguyen Thi Lan.
