Ho Chi Minh City seeks comments on regulations on authority to recruit teachers

(NLDO) - The Department of Education and Training is soliciting comments on the provisions of the draft circular regulating the authority to recruit teachers of the Ministry of Education and Training.

On November 6, the Department of Education and Training of Ho Chi Minh City sent a document to preschools, general education institutions, continuing education centers, vocational training centers, public specialized schools, People's Committees of wards, communes, and special zones to solicit comments on the content of the draft circular regulating the authority of the Ministry of Education and Training to recruit teachers. The deadline for submitting comments is November 9, 2025.

Previously, the Ministry of Education and Training had a draft circular regulating the authority to recruit teachers and organize the collection of comments, this circular will take effect from January 1, 2026. The draft circular regulates the authority to recruit teachers in public educational institutions and guides the determination of educational institutions qualified to recruit teachers. The authority to recruit teachers in preschools, primary schools, secondary schools, and general schools with many levels of education, the highest level of which is secondary school.

Accordingly, the Department of Education and Training is in charge of organizing the recruitment of teachers in preschools, primary schools, secondary schools, and multi-level general schools with the highest level being secondary school.

In case the Chairman of the Provincial People's Committee decentralizes the recruitment of teachers in preschools, primary schools, secondary schools, and general schools with multiple levels of education with the highest level being secondary school to other agencies or units, the decentralization shall be implemented by the Department of Education and Training.

If decentralized to educational institutions, educational institutions must meet the conditions for recruiting teachers according to regulations.

For recruitment in high schools, general schools with multiple levels of education with the highest level being high school, specialized schools, and continuing education facilities, the Department of Education and Training shall preside over the organization of recruitment.

Principals of high schools, general schools with multiple levels of education with the highest level being high school, specialized schools; directors of continuing education facilities shall recruit teachers if the educational facility meets the conditions for recruiting teachers according to regulations and is assigned the recruitment by the Chairman of the Provincial People's Committee. The recruitment decentralization is chaired and advised by the Department of Education and Training.
