
To proactively respond to the impact of storm Kalmaegi, which can cause heavy rain, flooding, thunderstorms, flash floods, landslides, etc., the Chairman of the People's Committee of Dong Nai province has just issued an official dispatch requesting relevant departments, branches, localities and units to urgently implement prevention plans.
Along with that, review plans, response options and deploy disaster prevention and control work; prepare forces, means and equipment to evacuate people, rescue, ensure safety in case of heavy rain, floods, inundation, flash floods, landslides according to the "4 on-site" motto, do not be passive, surprised, do not interrupt disaster response work; prepare forces and means to respond when disasters occur.
In particular, units managing irrigation and hydroelectric works: arrange officers and workers to monitor and closely follow the works, conduct research on operating procedures to ensure flood prevention capacity and flood reduction operations, not increasing flooding downstream.
At the same time, arrange forces to ensure sufficient professional capacity for operation; regularly check the safety of the works to detect and handle immediately when incidents occur; test operate the gates and equipment serving flood discharge of reservoirs, arrange enough spare materials and equipment, ensure timely repair and replacement when there are operational incidents and be ready to handle incidents according to the "4 on-site" motto.
When floods, heavy rains, and landslides occur, localities mobilize forces to stand guard in dangerous areas to guide people on safe traffic, avoid accidents caused by being swept away by water or landslides; and organize the placement of warning signs in areas at high risk of natural disasters so that people know how to avoid them.
Localities and units organize 24/7 duty, regularly update information, and promptly report on developments of natural disasters and damage to the Provincial Civil Defense Command.
According to the Southern Hydrometeorological Station, the peak tide at Bien Hoa station on the Dong Nai River is forecast to reach 2.13m (above alert level II) at around 5:30 p.m. this afternoon, November 6. By 6:30 p.m. on November 7, the water level continued to remain above alert level II.
While the water level upstream of La Nga River remains high, Tri An Hydropower Plant continues to discharge floodwaters to regulate the reservoir at 160 m3/s; the total discharge through the turbine and spillway downstream is 925 m3/s.
Due to rising tides, combined with hydroelectric dam discharges and rain from storm Kalmaegi, warnings are being issued for the downstream areas along the Dong Nai River and low-lying areas at risk of flooding.
