The Standing Vice Chairman of Lang Son Provincial People's Committee acknowledged the efforts of communes and project enterprises in site clearance and project construction. However, to ensure progress and route opening time as planned, it is recommended that communes in the project area focus on immediately removing obstacles related to site clearance, compensation and site clearance; promptly relocate technical infrastructure and hand over the site to project enterprises for construction. Provincial departments and branches coordinate and support communes and wards to complete legal procedures according to regulations to remove "bottlenecks" related to the project.
From now until the opening of this expressway project, there are only less than 2 months left, time is very urgent. Therefore, contractors and construction units must take advantage of favorable weather days, no rain, to increase human resources, construction machinery, work overtime, and add hours to speed up the project progress, especially with areas that already have land. In particular, to ensure the overall progress of the entire project, with a large volume of disbursed investment capital, project enterprises and contractors carry out the parallel task of constructing large-volume foundation, road surface, bridges and culverts on the route.
"Construction units must absolutely ensure occupational safety and hygiene, protect the environment, and not affect the lives and activities of people in the project area," the Standing Vice Chairman of the People's Committee of Lang Son province noted.
Lang Son Provincial Construction Investment Project Management Board said that the cumulative site clearance volume reached 597.23 hectares, equivalent to 95.36% of the site clearance boundary in the technical design step. The additional site clearance area according to the design documents in the technical design step is 47.63 hectares. Contractors are implementing construction on an area of about 57.88/59.87 km of the route length. The entire project is divided into 4 bidding packages.
Currently, the resettlement areas have not been completed, which has somewhat affected the overall progress of the site clearance work. The relocation of technical infrastructure works is still slow, affecting the construction progress. The design documents for service roads and residential roads are being approved slowly...
The Huu Nghi - Chi Lang border gate expressway has a total length of 59.87 km, including: Huu Nghi - Chi Lang border gate expressway, about 43.43 km long; the route connecting Tan Thanh border gate and Coc Nam border gate, about 16.44 km long. Total investment is 11,899 billion VND. Implementation period is from 2023 to 2026.
The investor implementing the project is the Consortium of Deo Ca Construction Joint Stock Company - Deo Ca Group Joint Stock Company - Construction Joint Stock Company 568 - Lizen Joint Stock Company. The project enterprise is Huu Nghi - Chi Lang Expressway Joint Stock Company.
