
Speed up construction progress
These days, at model new rural construction projects, contractors are highly focused, rushing to complete and put into use before December 31.
In Vinh Thinh commune, contractors mobilized materials and equipment to construct model new rural roads day and night. Mr. Do Hoang Hoan, a technical officer of Hoang Truong Construction and Transport Company Limited, said that up to now, the construction volume of model new rural roads in the old Trung Lap commune (now Vinh Thinh commune) has reached more than 70%. The company is focusing on human resources, materials and equipment to construct the remaining 6 routes to compensate for the volume of rainy days in September and October. Of which, route 3.3 is being compacted, and by November 15, asphalt concrete will be laid. The company strives to complete construction of the remaining routes and put them into use by mid-December 2025.
In communes with model new rural construction projects invested by the Project Management Board of Tien Lang, An Lao, Kien Thuy, An Duong, Thuy Nguyen areas, the construction progress of model new rural projects is also being accelerated by contractors, striving to complete and put into use as soon as possible. Vice Chairman of Quyet Thang Commune People's Committee Doan Dang Dao said that currently, contractors are focusing on accelerating the construction progress of model new rural projects in the area, focusing on the remaining 3 traffic routes to complete and put into use before December 31.
Deputy Director in charge of Tien Lang Project Management Board Luong Hai Chau informed that by October 31, the model new rural projects managed by the board had disbursed more than 70% of the volume. Currently, Tien Lang Project Management Board is focusing on urging contractors to speed up the progress of projects in the communes.
According to the city's Department of Agriculture and Environment, the construction progress of model new rural projects in communes in the city has recently been accelerated. However, compared to the current requirements, the implementation progress is still slow. By October 31, the construction volume of model new rural projects in the whole city was estimated at 70%, of which 220 projects had been completed.
Of which, the An Duong Regional Project Management Board, as the investor, has implemented the construction of 41/41 works (reaching 100%), the construction volume is estimated at 85%, of which 33 works have been completed. The Thuy Nguyen Regional Project Management Board has completed 33 works, reaching 75% of the volume. The Kien Thuy Regional Project Management Board has completed 43 works, reaching 73% of the construction volume. The Vinh Bao Regional Investment and Construction Project Management Board has completed 41 works, reaching 56% of the construction volume. The Tien Lang Regional Project Management Board has implemented the construction of 229/229 works (reaching 100%), the construction volume is estimated at 65%, of which 30 works have been completed. Strive to complete before December 31
According to the Department of Agriculture and Environment, out of a total of 1,059 projects that have been implemented, only 220 have been completed so far. Notably, some localities still have many locations with land issues because people do not agree to donate land.
Mr. Luong Hai Chau, Deputy Director in charge of the Tien Lang Regional Project Management Board, informed that up to now, 5 communes of Chan Hung, Tien Lang, Hung Thang, Tan Minh, Quyet Thang, Tien Minh have not yet completed site clearance, and in some places, people have not donated land. Localities have mobilized about 80% of cases (equivalent to 9,911 cases) to hand over the site to implement construction works, the remaining 20% (equivalent to 2,513 cases) localities are continuing to mobilize to hand over the site.
The amount of work that needs to be completed in the model new rural projects is still large, while the time for implementation is not much. Therefore, in the coming time, the Department of Agriculture and Environment recommends that the Standing Committees of the Party Committees of the communes with projects being implemented assign comrades in the Standing Committee of the Party Committee to be in charge of monitoring and directing the implementation of each specific project, especially projects that are still stuck and the progress of site clearance is still slow. Timely direct the resolution of difficulties and problems in the implementation process in the localities.
The People's Committee of the commune focuses on mobilizing people to donate land use rights to build and expand model new rural works.
During the implementation process, promptly assess and identify specific difficulties and problems, and have appropriate solutions. For contents beyond the authority, it is necessary to recommend the City People's Committee to direct and request a written document to the Department of Agriculture and Environment to synthesize and report to the City People's Committee.
The Project Management Board of the areas continues to closely coordinate with the People's Committee of the commune in the process of mobilizing people to donate land use rights, clearing the site for construction works, assigning staff to monitor each project to act as a contact and information point; focusing on directing contractors to increase human resources, means, machinery, speed up construction progress, and ensure project quality.
For the immediate future, for projects with available land, it is recommended to start construction immediately (construction and site clearance at the same time). Do not let the situation happen where the construction site is available but the contractor refuses to start construction. For contractors who do not cooperate effectively, it is recommended to have a plan to direct and handle the situation.
During the construction process, the contractor is required to fully comply with regulations on labor safety, have barriers, signs, and plans to protect the site; develop detailed progress by week and month, with a commitment to complete each specific item, avoiding overlap and prolongation.
