The State Steering Committee for key energy projects works in Dong Nai

(DN) - On the morning of November 5, Provincial Party Committee member and Vice Chairman of Dong Nai Provincial People's Committee Ho Van Ha worked with the State Steering Committee for important national programs, works and projects, key to the energy sector (Steering Committee).

The meeting was attended by Mr. Hoang Trong Hieu, Deputy Chief of Office of the Steering Committee; Mr. Pham Hong Phuong, Deputy General Director of Vietnam Electricity Group (EVN).

According to EVN's report, the province currently has the Tri An Hydropower Plant expansion and the grid project group to release capacity of Nhon Trach 3 and 4 Thermal Power Plants, which are in the list of national key energy projects being implemented. Although some initial results have been achieved, the implementation process still faces many difficulties and obstacles, especially in site clearance.

For the Tri An Hydropower Expansion Project, many items on the critical progress path such as: water intake, pressure pipeline, waste disposal site, area at both ends of Hieu Liem bridge... still cannot be constructed as planned due to the lack of site handover. For the main project, there are 28 land plots that have not yet approved compensation, support and resettlement plans. The investor proposed that the province direct the locality to complete the handover of the entire site in November 2025 to ensure project progress.

Vice Chairman of the Provincial People's Committee Ho Van Ha said: The progress of handing over the project's site is slow compared to the Central Government's requirements. If it continues to be prolonged, it will greatly affect the construction progress and socio-economic development of the province.

According to the Vice Chairman of the Provincial People's Committee, in the past, the province has held many meetings, directly gone to the grassroots, increased human resources to support the locality, but up to now, the problem still exists in some public land plots. The Provincial People's Committee assigned the Party Committee of the People's Committee of Tri An commune to direct the continued mobilization and dialogue with households that have not agreed, and at the same time prepare a plan for enforcement according to regulations.

Regarding the group of 5 grid projects to release capacity for Nhon Trach 3 and 4 Power Plants, the Southern Power Project Management Board said that 2 projects have been completed but the procedures have not been completed, and 3 projects are stuck, mainly related to the preparation and approval of compensation plans and payment to households. The investor recommended that the Provincial People's Committee direct the communes: Dai Phuoc, Phuoc An, Nhon Trach and An Phuoc to urgently complete the procedures and hand over the site in November for construction, soon promoting the investment efficiency of the power plants.

For this project, the Provincial People's Committee leader requested: Localities urgently resolve problems related to site clearance. Every week, investors and localities send progress reports and arising problems to the Provincial People's Committee through the Department of Industry and Trade for timely direction and resolution.

Deputy Chief of the Steering Committee Office Hoang Trong Hieu said: At the 6th meeting held in October 2025, Deputy Prime Minister Bui Thanh Son, Head of the Steering Committee, assigned Dong Nai province 2 tasks: before October 15, hand over the entire site of the Tri An Hydropower Plant expansion project and in October, hand over the site to ensure the progress of energizing the projects to release the capacity of Nhon Trach 3 and 4 Power Plants. Up to now, both tasks have slipped behind schedule.

According to Mr. Hoang Trong Hieu, Dong Nai is a locality with many key national energy projects, the delay in completion not only increases investment costs, reduces project efficiency, but also affects national energy security. The province needs to identify focusing on removing obstacles in land clearance as an important task, contributing to ensuring local socio-economic development and ensuring national energy security.

Regarding the site, for the Tri An Hydropower Plant expansion, the province directed the commune and units to hand over the site as soon as possible, no later than November 15. Similarly, for the projects to clear the capacity of Nhon Trach 3 and 4 Power Plants, the site should be completed before November 15.

EVN closely coordinates with localities in the process of propaganda, mobilization, and payment to households; provides complete documents for localities to complete legal procedures; directs contractors to speed up construction progress as soon as the site is available; if any problems arise, promptly report to provincial leaders.
