
Participating in the working delegation of the Ministry of Health were leaders and experts from the Department of Medical Examination and Treatment Management; Department of Planning and Finance; Department of Legislation; Department of Mothers and Children; Department of Science, Technology and Training; Department of Traditional Medicine Management; Institute of Health Strategy and Policy, and representatives of leaders of several central hospitals.
Receiving and working with the working delegation of the Ministry of Health were also leaders of the departments: Health, Finance, Construction, Home Affairs, Agriculture and Environment, Provincial People's Committee Office, Lao Cai General Hospital No. 1.
At the meeting, delegates listened to the leaders of Lao Cai General Hospital No. 1 report on the hospital's operations and draft project content.
Currently, Lao Cai General Hospital No. 1 is a Grade I hospital with 1,290 beds, 25 departments, 9 rooms, and 3 centers. The hospital scored 72 points, ranked at the specialized level.

The hospital has 1,770 medical equipment, including many high-tech diagnostic and treatment equipment, such as: 32-row and 64-row CT scanners; 1.5T MRI scanner; Mamo scanner; immunohistochemistry and electrochemiluminescence analyzers; laparoscopy system, digital subtraction angiography (DSA) system, endoscopic surgery system...
In terms of professional capacity, up to now, the hospital has performed 16,212/19,438 techniques, reaching 83.4% of the list of techniques prescribed by the Ministry of Health. Many advanced and specialized techniques have been routinely implemented, such as: continuous blood filtration, artificial blood filtration; plasma exchange; fibrinolytic treatment; external ventricular drainage and intracranial pressure measurement for patients with cerebral hemorrhage...
The project "Developing Lao Cai Provincial General Hospital No. 1 into a provincial-level specialized general hospital with regional functions, period 2026 - 2030, vision to 2050", is expected to have a total cost of 2,596 billion VND.
The project aims to achieve the goal that by 2030, Lao Cai Provincial General Hospital No. 1 will be a complete general hospital, developing into a specialized hospital that undertakes regional functions, developing towards an advanced specialized hospital; with a scale of 1,500 beds, a quality score according to the Hospital Quality Criteria set of ≥ 4.4/5 points; with enough capacity to support medical examination and treatment facilities in the province and the region in terms of expertise and human resource training.
Vision to 2050, achieve advanced specialized general hospital, scale of operation 3,500 beds, quality score according to Hospital Quality Criteria set reaching ≥ 4.6/5 points; meeting most of the medical examination and treatment needs of people in the province and region.


At the working session, the working delegation of the Ministry of Health gave opinions on the project, focusing on a number of contents, such as: training human resources; improving the quality of operations to meet the project's criteria to become a specialized provincial hospital undertaking regional functions; the role of Lao Cai General Hospital No. 1 with hospitals and regional medical centers in the province; developing specialized techniques in pediatrics, oncology, obstetrics, traditional medicine, geriatrics; forecasting the scale of investment in medical equipment in accordance with the local practical situation...
Receiving comments from the Working Group, leaders of the Department of Health and General Hospital No. 1 of Lao Cai province expressed their willingness to learn, clarify remaining issues and continue to perfect the project, ensuring it is close to reality, feasible, and meets the development requirements of the local and regional health sector.

Speaking at the meeting, Ms. Vu Thi Hien Hanh - Vice Chairman of Lao Cai Provincial People's Committee highly appreciated the opinions of the delegates in developing the project.
He requested Lao Cai General Hospital No. 1 to select specific, suitable specialized fields and expertise, focusing on human resources, infrastructure, facilities, equipment, etc. to quickly complete the project.

Vice Chairwoman of the Provincial People's Committee Vu Thi Hien Hanh emphasized that in the coming time, Lao Cai province will continue to invest in upgrading and expanding the scale of infrastructure and equipment, especially key equipment, so that Lao Cai General Hospital No. 1 can take on regional functions.
He hoped that in the coming time, the Ministry of Health would pay attention to creating conditions for Lao Cai province to access loan sources; central hospitals would continue to pay attention to supporting human resource training and transferring new techniques to Lao Cai province in general and Lao Cai General Hospital No. 1 in particular.

Speaking at the meeting, Prof. Dr. Tran Van Thuan - Deputy Minister of Health highly appreciated the careful preparation of Lao Cai province for the construction of the Project "Developing Lao Cai General Hospital No. 1 into a provincial-level specialized general hospital assuming regional functions, period 2026 - 2030, vision to 2050".
He affirmed that Lao Cai Provincial General Hospital No. 1 is completely suitable to be built into a provincial-level specialized general hospital to undertake regional functions.
