The Ward Civil Defense Command assigned specific tasks, closely monitored and supervised the implementation; closely assessed the situation, resolutely organized the evacuation of people at unsafe locations on the morning of November 6; proactively prepared enough equipment, supplies, and means for storm response forces and people; and had plans to respond to storm circulation. At the same time, considered proposing a regime for forces on duty 24/24 hours in a timely manner.
