Accordingly, the Prime Minister requested the Chairman of the People's Committee of the province or city - Head of the Provincial Civil Defense Command to direct the review, development, completion and approval of response plans for storm No. 13 in the area.

In which, specific natural disaster and incident situations that may occur, key vulnerable areas, and key tasks are identified. On that basis, specific tasks are assigned to the Deputy Heads and each member of the Civil Defense Command.

At the same time, proactively coordinate with the Military Command and the Provincial and City Police to arrange forces, vehicles, supplies, equipment, food and necessary necessities to be on standby at all key locations to be ready to deploy when bad situations occur.

In cases beyond the capacity of the locality, proactively report and request the Command of Military Region 4, Military Region 5, and the Office of the National Civil Defense Steering Committee to promptly mobilize support in accordance with regulations.

The Civil Defense Commands of provinces and cities must complete the response plan for storm No. 13 and send the plan approved by the Chairman of the People 's Committee to the Prime Minister before 11:00 a.m. on November 6.

Assign the Ministry of Agriculture and Environment, the Ministry of National Defense, and the Ministry of Construction to be the Heads of the delegation to directly urge, guide, and coordinate with localities in implementing response work to storm No. 13 (specifically: the Ministry of National Defense goes to Quang Ngai province, the Ministry of Agriculture and Environment goes to Gia Lai province, and the Ministry of Construction goes to Dak Lak province).

According to information from the National Center for Hydro-Meteorological Forecasting, at 7:00 p.m. on November 5, the center of storm No. 13 was at about 12.3 degrees North latitude, 116.3 degrees East longitude, about 240 km East Northeast of Song Tu Tay Island, and about 800 km East Southeast of Quy Nhon (Gia Lai).

The strongest wind near the storm center is level 14 (150 - 166 km/h), gusting to level 17, moving in the West Northwest direction, speed about 25 km/h. It is forecasted that from early morning on November 6, the sea will gradually strengthen to level 8 - 9, then increase to level 10 - 12, near the storm center will be level 12 - 14, gusting to level 17. Coastal areas will have waves 4.0 - 6.0 m high, near the storm center 6.0 - 8.0 m high, rough seas.

Storm surge and flood warning in coastal areas of Dak Lak province: Storm surge is from 0.3 - 0.6m high; warning from the evening of November 6 to be on guard against rising sea levels accompanied by big waves causing flooding in low-lying areas, waves overflowing dikes, coastal roads, coastal landslides, slowing down flood drainage in the area.

All ships, boats, and aquaculture areas in the above-mentioned dangerous areas are strongly affected by storms, whirlwinds, strong winds, big waves, and rising sea levels.

On land, from the afternoon of November 6, the coastal mainland areas of the typical communes and wards: Tuy Hoa, Dong Hoa, Son Hoa, Song Hinh will have strong winds of level 6 - 7, then gradually increasing to level 8 - 9, the area near the storm center including the typical communes and wards: Song Cau, Tuy An, Dong Xuan will have winds of level 10 - 12, gusting to level 14 - 15.

Deep inland including communes and wards from M'Drắk to Ea Súp has winds of level 6 - 7, gusts of level 8 - 9.

It is forecasted that from the afternoon of November 6 to noon of November 7, Dak Lak province will have heavy to very heavy rain with common rainfall: Eastern region (Tuy Hoa, Son Hoa, Song Hinh, Tay Hoa, Phu Hoa, Dong Hoa, Tuy An, Dong Xuan, Song Cau) from 200 - 300mm, some places over 400mm/period.

In the western mountainous areas (Buon Don, Quang Phu, Ea Sup, Ea Knop, Krong Pac, Ea Kly, Ea Kar, Ea Drang, Buon Ho, Buon Ma Thuot, Dray Bhang, Lien Son Lak, Krong Bong, Krong Nang, Buon Trap, Yang Mao) from 80 - 150mm, in some places more than 200mm/period. From the night of November 7, heavy rain tends to decrease.

Warning of the risk of heavy rain (>150mm/3 hours). Due to the influence of the wide storm circulation, it is necessary to be on guard against the risk of thunderstorms, tornadoes and strong gusts of wind both before and during the storm's landfall.
