Mr. Nguyen Minh Quang, Vice Chairman of Tuy An Bac Commune People's Committee, said that in order to proactively respond to storms and heavy rains, floods, flash floods, and landslides that may occur in the area in the coming days, Tuy An Bac Commune People's Committee has requested investors and construction units of the North-South Expressway in the commune to urgently coordinate and implement the following contents: closely monitor weather developments; proactively deploy plans to ensure prevention to limit damage caused by natural disasters; organize 24/7 on-duty and assign and arrange human resources and means to handle situations that arise before, during and after the storm makes landfall...
Local authorities inspect landslide-prone areas under the highway.
Deploy and develop appropriate response plans and measures (for subsidence, landslides, hillside slides, etc.) to ensure safety for people and property (at locations on slopes, hills, and mountains, where equipment and machinery for digging, filling, and road construction are changing the natural geological structure, causing instability, with a very high risk of causing geological changes on hillsides, breaking the shape of hillsides and slopes, causing landslides, slides, and rockfalls on hillsides and slopes during the rainy and stormy season).
For locations that have been affected by landslides: Ho Vach area of Phu My village; Area 9 of Long Hoa village; Pillar T6-T7 of the railway overpass in Phong Hau village (DT 641); residential areas in Long Binh village; areas at risk of flooding and landslides in Long Binh village, Long Duc area, Tuy An Bac Commune People's Committee requests Committees 7, 85 and construction units to have specific solutions to minimize damage caused by storms and floods.
Construction units must have construction solutions to prevent damage in these areas and complete before 2:00 p.m. on November 6. Any damage that occurs if not proactively prevented due to construction errors of the project, the investors and units must take full responsibility.
In addition, units proactively deploy their own disaster prevention and control plans, have flexible solutions, promptly overcome the consequences of natural disasters; implement the "four on-site" motto, mobilize maximum equipment and motorbikes to promptly fix the damage, mobilize maximum resources to ensure the progress and quality of construction works; at the same time, have specific plans to ensure safety for items under construction; fully prepare, ready to mobilize human resources, means and equipment and materials for disaster prevention.
Mr. Pham Ngoc Phi, a resident of Long Binh village (Tuy An Bac commune) said: “My house is right at the foot of the highway. Every time it rains, water from the hill rushes down very strongly. What we worry about most is landslides and rocks flooding into our house. Since the highway was built, my house has been flooded many times. I just hope that the authorities and construction units will continue to support and reinforce landslide-prone areas so that people can feel secure. To cope with storm No. 13, my family has prepared necessities and plans to evacuate to the safest place.”
Mr. Phan Thanh Tung, Long Binh village (Tuy An Bac commune) said, to prevent and fight against storm No. 13, the local government has propagated and mobilized, so we have cleaned up and secured our houses to be safe in order to proactively respond when situations arise.
