Chairman of the Provincial People's Committee received and had a dialogue with citizens

At the citizen reception, the Chairman of the Provincial People's Committee listened to the requests of 22 households in Hamlet 15, Vinh Hau A Commune, Hoa Binh District, Bac Lieu Province (now Vinh Hau Commune, Ca Mau Province) and the case of Ms. Mai Thi Linh, residing in Hamlet 18, Phong Thanh A Commune, Gia Rai Town, Bac Lieu Province (now Gia Rai Ward, Ca Mau Province).

Accordingly, 22 households in Hamlet 15 requested the competent authority to consider granting land use right certificates to households that have been directly managing and using the land since before the formation of the Eastern Dike until now. Cancel the land use right certificates granted to other households by the superiors of the land that 22 households are managing and using; at the same time, grant land use right certificates to households that are directly managing and using and have the origin of encroachment and transfer from others since 2000 until now (after the formation of the Eastern Dike).

The requests of citizens have been received and processed by the competent authorities according to regulations; in which, on March 10, 2023, the People's Committee of Hoa Binh district (old) organized the implementation of documents responding to the requests of households, explaining each case in detail so that households could better understand the provisions of the law. However, citizens did not agree with the response document of the People's Committee of Hoa Binh district and continued to file complaints to all levels and sectors for handling.

Ms. Mai Thi Linh, residing in Gia Rai ward, Ca Mau province, presented the case at the reception.

Regarding the case of Ms. Mai Thi Linh, residing in Hamlet 18, Phong Thanh A Commune, Gia Rai Town, Bac Lieu Province (now Gia Rai Ward, Ca Mau Province), she wishes that the competent authorities resolve the cases related to: Land dispute with Ms. Le Thi Y; complaint that the Chairman of the People's Committee of Gia Rai Town (formerly) applied administrative measures to send Ms. Mai Thi Linh to a compulsory education facility; the People's Committee of Phong Thanh A Commune removed the age of Ms. Mai Thi Linh's son, Nguyen Han Doi, to do military service and helped Ms. Mai Thi Linh's family escape poverty in 2019.

According to the report of the authorities, the requests and complaints of Ms. Mai Thi Linh have been resolved by the authorities and People's Courts at all levels in accordance with the provisions of law.

Speaking at the citizen reception, Deputy Head of the Central Citizen Reception Committee Le Thi Huong Tra affirmed: The legitimate rights of citizens are always considered and guaranteed by competent authorities according to the provisions of law. Therefore, we hope that people will trust and cooperate with the authorities in the handling process; at the same time, we request the authorities of Ca Mau province to quickly review and compare regulations, and satisfactorily resolve the requests of the people, while ensuring the strictness and fairness of the law, as well as the interests of the people.

After listening to the citizens' requests at the meeting, Chairman of the Provincial People's Committee Pham Thanh Ngai affirmed: The Party and State always pay attention and make efforts to implement policies to care for people's lives, production and social security regimes to ensure a stable life. The reception and dialogue with citizens aims to listen to their thoughts and aspirations, promptly remove difficulties, and ensure that administrative decisions are made publicly, transparently and in accordance with the law. All feedback will be considered with the highest sense of responsibility.

Regarding the people's request, Chairman of the Provincial People's Committee Pham Thanh Ngai requested the competent authorities to review regulations, records, verify the reality, and urgently advise on appropriate and legal solutions, but must ensure the legitimate rights of citizens and create fairness and transparency in the handling process.
