Lai Chau: Dissemination of the Law on Organization of Local Government, Law on Cadres and Civil Servants and documents guiding their implementation

Comrade Mua Thi Lan - Deputy Director of the Department of Justice chaired the Conference.

The conference was held in person at the provincial bridge and online at the commune and ward bridges in Lai Chau province.

Attending the conference at the provincial bridge were comrade Tran Duc Hien - Deputy Director of the Department of Home Affairs; comrades representing the leadership of the Vietnam Fatherland Front Committee of the province; representatives of leaders, civil servants, public employees of departments, branches, sectors, and mass organizations of the province; representatives of leaders, officers, and soldiers of the Provincial Military Command, Provincial Police, Provincial Border Guard Command; representatives of leaders and civil servants of central agencies located in the province; comrades who are members of the Provincial Council for Coordinating Legal Education and Dissemination; Provincial-level legal reporters.

Speaking at the opening of the Conference, Comrade Mua Thi Lan - Deputy Director of the Department of Justice emphasized: The Law on Organization of Local Government and the Law on Cadres and Civil Servants are two key laws, continuing to institutionalize the Party's policies and guidelines on innovation, streamlining the State administrative apparatus, and operating effectively and efficiently. At the same time, building a team of professional cadres and civil servants with good qualities and capacity to meet the requirements of national development in the new period.

The Deputy Director of the Department of Justice requested that departments, branches, sectors, and People's Committees of communes and wards continue to urgently develop implementation plans and widely disseminate the contents of these two laws to cadres, soldiers, civil servants, public employees and the people, ensuring that everyone has access to, clearly understands and strictly implements the state's regulations on local government operations, public service and civil servant regimes.

The team of provincial reporters and commune-level legal propagandists proactively promote their core role in propaganda and dissemination work; enhance innovation in propaganda methods and content suitable for each target and locality, especially through mass media, social networks, and grassroots broadcasting systems. The Department of Justice - the standing agency of the Provincial Council for Coordinating the Dissemination of Legal Education continues to guide, inspect, and urge the organization and implementation.

Delegates promoted a sense of responsibility, focused on research, listened, and proactively discussed issues that were still stuck in practice; at the same time, they related them to specific tasks of agencies, units, and localities for appropriate application, contributing to improving the effectiveness of field advisory work, meeting the requirements of tasks in the new situation...

At the Conference, comrade Tran Duc Hien - Deputy Director of the Department of Home Affairs directly discussed and communicated the basic contents, new points, as well as the orientation for implementing the 2 Laws and guiding documents. In particular, on June 16, 2025, at the 9th Session, the 15th National Assembly passed the Law on Organization of Local Government No. 72/2025/QH15. The Law consists of 7 Chapters and 54 Articles, effective from June 16, 2025.

Law on Cadres and Civil Servants No. 80/2025/QH154 consists of 7 chapters and 45 articles. This law takes effect from July 1, 2025 and focuses on new regulations such as the mechanism for promoting talents, linking cadres and civil servants at commune level with provincial level and perfecting the unified civil service regime from the central to communal level...

The conference to disseminate the two laws aims to help leaders, cadres, civil servants and public employees in the whole province grasp the content, promptly apply the provisions of the law into local state management practices, contributing to building a strong grassroots government, close to the people, for the people.
