Dak Lak prepares response scenarios for storm No. 13

The Provincial Civil Defense Command has just had a response plan for storm No. 13 (Kalmaegi) and heavy rain, floods, and landslides in the province.

The general objective of the scenario is to ensure absolute safety for people and property of the State and People, and to minimize damage caused by natural disasters.

Specifically, the evacuation scenario for level 9, 10 storms, gusts of level 12 (level 3 natural disaster risk): Total population to be evacuated is 22,718 people, of which 14,419 people are evacuated on-site, 8,299 people are evacuated in a centralized manner; 1,308 officers and soldiers are mobilized.

Storm situation level 12 - 15 (natural disaster risk level 4): Total population to be evacuated: 88,984 people, of which 42,152 people evacuated on-site, 46,832 people evacuated in concentrated areas; 1,526 officers and soldiers mobilized.

Regarding floods, inundation corresponding to flood situations on Ba, Ky Lo, and Ban Thach rivers has reached alert level 2-3, with detailed evacuation scenarios: 7,953 households/29,157 people, mobilizing 1,526 officers and soldiers.

Regarding means ready to serve natural disaster prevention, the Provincial Police proactively reviewed, arranged, and prepared forces, means, and equipment to serve the work of prevention, response, and overcoming consequences, with 3,143 units of equipment, supplies, and means arranged at combat units such as canoes, life jackets, specialized flashlights, etc.

The provincial police mobilized 379 officers and soldiers to participate in patrolling, controlling, guiding, directing traffic and being on duty in key areas. Of these, 351 officers and soldiers were in charge of road traffic, 7 officers and soldiers were in charge of railways and 21 officers and soldiers were in charge of waterways.

Implementation: Priority evacuation sites are arranged in the community and at schools, hotels, and agency headquarters. Support forces are the disaster prevention shock teams of communes and wards and the military , police, and border guards of the commune. The on-site commander is the Chairman of the People's Committee of the commune and ward.

Specific tasks of departments, branches and localities: Department of Agriculture and Environment directs lowering of reservoir water level, regulating inter-reservoirs to receive floods; monitoring rain and water levels on rivers and reservoirs.

The Department of Construction directs the work of ensuring safety for construction works, especially dismantling cranes at construction works, ensuring safety for works and people.

Medical facilities ensure the need for medicine, infusion fluid, consumables... to serve emergency and treatment needs corresponding to each hospital scale.

People's Committees of communes and wards inspect, review, and resolutely relocate and evacuate people, vehicles, and property from dangerous areas, especially coastal areas and areas at risk of landslides and flooding to ensure the safety of people's lives and property and the State.

Timely evacuate people in vulnerable areas at high risk of natural disasters to safe temporary shelters, especially for vulnerable groups.

Ensure absolute safety for disaster prevention and control works in the province. Coordinate actions between forces and localities to deploy forces, means and equipment promptly and effectively when incidents occur.
