At the meeting on the morning of November 6, chaired by Deputy Prime Minister Tran Hong Ha, Deputy General Director of Viettel Group Nguyen Dat reported on Viettel Group's plans to respond to storm No. 13.
Specifically, Viettel has dispatched four forward command groups to Quang Ngai, Binh Dinh, Phu Yen and Khanh Hoa to directly operate on-site, while the remaining areas are under the responsibility of Viettel Provincial Directors. More than 1,000 technical, electromechanical, transmission and information security officers have been reinforced, divided into 190 BTS teams, 50 electromechanical teams, 170 information security teams and 20 elite transmission teams, ready to mobilize and respond to each area of responsibility.

The preparation of materials and equipment was carried out synchronously on a large scale. Viettel added 397 mobile generators to the provinces from Quang Ngai to Khanh Hoa, ensuring 110% backup capacity for key stations. More than 1,600 batteries were transferred to more than 1,100 telecommunications stations to maintain stable operations during widespread power outages. 17 satellite phones, 48 handheld walkie-talkies and 9 mobile broadcasting vehicles were distributed to key areas, of which Gia Lai alone was reinforced with two transport drones to support the transportation of supplies and relief goods when roads were cut off.
Viettel has also reduced the load on 236 antenna poles at risk of being unsafe, and completed the reinforcement, replenishment of fuel, supplies and safe shelters for the rescue force. The Operation Center system in 9 provinces is activated 24/24 hours, updating real-time data, monitoring and coordinating the rescue force as soon as the storm makes landfall. The backup power system is reinforced, and the generator installation location is proactively raised to ensure that the headquarters can operate continuously even when the floodwaters rise.

By November 6, all data on material warehouses and fuel storage points were updated on the Disaster Prevention software developed by Viettel, helping commanders to monitor and operate the whole system in real time. In addition, the Group deployed a Lego-style folding station model - mobile broadcasting stations that can be quickly assembled and easily transported in emergency conditions, serving to restore information in isolated areas.
On November 5, the Department of Rescue and Relief (General Staff of the Vietnam People's Army) established a Forward Command Center to serve the direction and operation of response to storm No. 13, assigning Viettel Group, the Signal Corps to coordinate with Military Region 5 and relevant agencies to ensure smooth communication in all situations; ensure transmission lines to serve the Government, the Prime Minister, and the Ministry of National Defense to direct and operate civil defense work.
