
On the morning of October 29, the Defense Command of Region 3 - Tra My said that due to heavy rain lasting from the evening of October 28 until the morning of the same day, the water level of Truong River and Nuoc Oa River rose, completely cutting off traffic routes in Tra My and Tra Tan communes, isolating many residential areas.
Notably, in Tan Hiep village, 8 households with more than 40 people were surrounded by floodwaters and could not be evacuated in time. As soon as he received the information, Lieutenant Colonel Pham Van Hau - Political Commissar of the Defense Command of Region 3 - Tra My was directly present at the scene, directing rescue forces and organizing food and drinking water support for isolated households.
However, due to the strong currents, carrying mud, forest trees and waste from upstream, using motorboats or aluminum boats to approach isolated areas poses many potential safety risks. In this situation, Lieutenant Colonel Hau proposed a creative solution: coordinating with private enterprises to mobilize drones to transport relief goods including instant noodles, dry food, and drinking water to people in deeply flooded areas.
This is the first time the model of using unmanned aerial vehicles has been deployed in relief activities in the mountainous area of Da Nang, helping to shorten supply time and ensure safety for rescue forces and people.
At the same time, in Tran Duong village (Tra My commune), the rising river water flooded nearly 500m of the main road, some places were more than 1.5m deep, seriously affecting hundreds of households. Thanks to proactively implementing the "4 on-site" motto, the army, police and militia forces assisted people in evacuating, raising their property and ensuring safety of life during the flood.

On the morning of October 29, Division 315 mobilized forces to Duy Nghia commune (Da Nang) to coordinate with local authorities to reinforce the sea dike that was destroyed by waves, protecting the safety of residential areas along the Thu Bon river.
Earlier, at around 6am on October 29, people discovered that a large wave had collapsed a section of the embankment, causing seawater to flow deep into the mainland, cutting into the shore, creating a strong current. Facing the risk of widespread landslides, the Duy Nghia commune authorities urgently requested military assistance to fix the problem.
Immediately after that, Division 315 (Military Region 5) mobilized dozens of officers, soldiers and specialized vehicles to the scene to coordinate with local forces and people to organize reinforcement. Soldiers urgently patched the broken positions, used hundreds of sandbags and rocks to block water, and reinforced the embankment in heavy rain and strong winds.

At the same time, local authorities cordoned off the dangerous area, temporarily banned people from traveling through the collapsed embankment, and made plans to evacuate high-risk households from the vulnerable area.
Previously, on the afternoon of October 28, Division 315 also mobilized forces, vehicles and equipment to Duy Nghia commune to support flood response. Currently, the recovery work is still being deployed, the forces continue to be on duty at the scene, ready to respond when the weather worsens.
