Information from the Defense Command of Region 3 - Tra My said that the rain that lasted from the evening of October 28 to the morning of October 29 caused the water level of Truong River and Nuoc Oa River flowing through Tra My and Tra Tan communes ( Da Nang City) to rise, cutting off traffic. A series of residential areas in Tra My and Tra Tan communes were isolated.

Upon receiving the news, Lieutenant Colonel Pham Van Hau, Political Commissar of the Defense Command of Region 3 - Tra My, immediately went to the scene, grasped the situation, and mobilized forces to transport more than 30 boxes of instant noodles, dry food, and drinking water to support isolated households.

Faced with the strong flood currents, carrying many bushes and rubbish from the mountains, the possibility of using aluminum boats and motorboats would be unsafe. In that situation, Lieutenant Colonel Pham Van Hau proposed that the locality ask private enterprises to support drones to deliver relief goods to the people.
