On the evening of November 5th, the Command of the Border Guard Force of Hue City directed coastal units in Hue City to simultaneously fire flares to call ships and boats to shore to take shelter from typhoon No. 13.

Hue City has 1,049 fishing vessels with 7,247 workers engaged in fishing activities. The Hue City Border Guard Command proactively called on boats to seek shelter; coordinated with local authorities to organize guidance, counting, support for mooring, and arrangement of vessels to ensure the safety of fishermen and fishing boats.

On the same day, at Regiment 6, the Hue City Military Command conducted a troop count and equipment check to ensure readiness for disaster prevention and control tasks. Simultaneously, the unit was instructed to strictly maintain readiness for rescue and relief operations, closely monitor the development and trajectory of the storm, absolutely avoid complacency, and prepare effective plans and strategies to respond to the storm and floods.
The A Đớt Border Guard Post (Hue City Border Guard Command) mobilized officers and soldiers to coordinate with other forces, the government, and local people to use sandbags, sand, and stones to fill and repair the landslide at the abutment of the Cư Xo bridge in Cư Xo village, A Lưới 4 commune, in order to ensure the safety of people traveling there.

A landslide occurred at the Pê Ke pass (Km317 H2, Ho Chi Minh Highway section passing through A Lưới 1 commune), blocking the road and disrupting traffic. Authorities quickly carried out initial repairs, ensuring the safety of people and vehicles passing through.
On the same day, in addition to implementing measures to respond to Typhoon No. 13, the Hue City Police mobilized forces to the affected areas to help people overcome the consequences of the floods.
In Quang Dien commune, Hue City, the commune's police force, in coordination with the local government and residents, focused on repairing a serious landslide on a vulnerable section of the dike in Niem Pho village (in the Bo River basin).
This section of the dike plays a crucial role in preventing floods, protecting residential areas and transportation routes serving 3 households in Niem Pho village, 45 households in Pho Nam A village, and 4 other villages in Dan Dien commune.

In Long Quang commune, prolonged heavy rain caused serious landslides at kilometer 34 of provincial road 14B, with large volumes of soil and rocks cutting off traffic. The commune police quickly arrived at the scene, placed warning signs, blocked off both ends of the landslide area, and guided people to safely travel along the inter-communal road to Nam Dong - Khe Tre.
