Implementing the Government's drastic direction, Ho Chi Minh City has deployed a series of strong measures to prevent illegal, unreported and unregulated (IUU) fishing, with the strategic goal of removing the "yellow card" of the European Commission (EC). This is part of a joint effort to protect aquatic resources and develop Vietnam's fisheries industry in a sustainable manner, while enhancing the country's reputation in the international arena.

Ho Chi Minh City currently has more than 4,700 fishing vessels, of which more than 60% are 15 meters or longer, mainly specializing in offshore fishing. To address IUU violations, the city requires coastal localities, especially the People's Committees of communes and wards, to conduct thorough inspections of fishing vessels that are not qualified to go to sea and those that show signs of illegally transferring fishing grounds, in order to promptly detect and prevent IUU fishing activities.

A notable point is that since the beginning of 2025, Ho Chi Minh City has not recorded any fishing vessels being arrested by foreign countries for IUU violations, demonstrating the strong involvement of functional agencies and the consensus of the fishing community in complying with regulations.

Ho Chi Minh City still has about 400 fishing boats without valid fishing licenses.

However, the city still has about 400 fishing vessels without valid fishing licenses. The Ho Chi Minh City Department of Agriculture and Environment is coordinating with localities to carefully review and classify these vessels. Qualified vessels will be granted legal fishing licenses, while unqualified vessels will be strictly managed and not allowed to go to sea.

Ho Chi Minh City is making every effort to implement strong solutions to reduce IUU fishing, protect aquatic resources and maintain Vietnam's reputation in complying with EC regulations. Along with that, the drastic participation of local authorities and fishing communities plays an important role in removing the yellow card and moving towards sustainable development of the fisheries industry.
