I. ASSESSMENT OF THE EMERGENCY SITUATION

At 1:00 p.m. on November 6, the center of the storm was at about 13.3 degrees North latitude; 110.8 degrees East longitude, about 190km East Southeast of Quy Nhon ( Gia Lai ). The strongest wind near the center of the storm was level 14-15 (150-183km/h), gusting over level 17. Moving in the West Northwest direction, speed 25-30km/h.

1. At sea:

The sea area of ​​Gia Lai province has strong winds of level 7-8, then increasing to level 9-12, waves 4.0-7.0m high; the area near the storm center has strong winds of level 13-15, gusting over level 17, waves 8.0-10.0m high; the sea is very rough. The coastal area of ​​Gia Lai province has storm surges of 0.5-1.0m high. The highest sea level is in Quy Nhon (1.2m).

Warning: Gia Lai coastal areas should be on guard against rising sea levels accompanied by large waves causing flooding in low-lying areas, waves overflowing dikes, coastal roads, coastal erosion, and slowing down flood drainage in the area. All ships, boats, and aquaculture areas in the above-mentioned dangerous areas are strongly affected by storms, whirlwinds, strong winds, large waves, and rising sea levels.

2. On land:

Strong winds: On land in Gia Lai province (such as communes and wards: Bong Son, Hoai Nhon, Tam Quan, Hoai Nhon Dong, Hoai Nhon Tay, Hoai Nhon Nam, Hoai Nhon Bac, Phu My, An Luong, Binh Duong, Phu My Dong , Phu My Tay, Phu My Nam, Phu My Bac, Phu Cat, Xuan An, De Gi, Hoa Hoi, Binh Dinh, An Nhon, An Nhon Dong, An Nhon Bac, An Nhon Nam, An Nhon Tay, Tuy Phuoc, Tuy Phuoc Dong, Tuy Phuoc Tay, Tuy Phuoc Bac, Cat Tien, Ngo May, Quy Nhon Dong, Nhon Chau, Quy Nhon, Quy Nhon Bac, Quy Nhon Nam, Quy Nhon Tay, ...) the winds gradually increase to level 6-7, gusting to level 8-9, the area near the storm's eye is strong at level 10-13 (focusing on the East of Gia Lai province), gusting to level 15-16.

From the evening of November 6, the wind in the West of Gia Lai province gradually increased to level 6-7, the area near the storm center had strong winds of level 8-9, gusting to level 11.

Heavy rain: From the afternoon of November 6-7, the eastern region of Gia Lai province will have very heavy rain with common rainfall of 200-400mm/period, locally over 600mm/period (such as communes of Van Canh, Canh Vinh, Canh Lien, An Lao, An Toan,...); the western region of Gia Lai province will have heavy to very heavy rain with common rainfall of 100-200mm/period, locally over 300mm/period. From November 8, heavy rain in the above areas will tend to decrease. Warning of the risk of heavy rain in a short period of time.

Thunderstorms, tornadoes: Due to the influence of wide storm circulation, it is necessary to guard against the risk of thunderstorms, tornadoes and strong gusts of wind both before and during the storm's landfall.

II. DIRECTION AND SCENARIO ACTIVATION FROM NOVEMBER 2, 2025

- Provincial People's Committee leaders and departments and branches organized inspections of areas at risk of landslides and flooding in communes and wards.

- Gia Lai Provincial Party Committee issued Directive No. 02-CD/TU dated November 4, 2025 on focusing on responding to storm No. 13 (KALMAEGI); Document No. 74-CV/TU dated November 5, 2025 assigning cadres and leaders to monitor and direct the response to storm KALMAEGI; in which, a Forward Command Center and 13 working groups were established to inspect the evacuation, dam protection, and urge "4 on-site" in localities.

- The Provincial People's Committee chaired meetings with leaders of departments, branches, and sectors and online with the People's Committees of 135 communes and wards on preparations to respond to storm No. 13.

- The Provincial People's Committee issued telegrams and documents to deploy measures to respond to storm No. 13 and floods.

III. ASSESSMENT AND IDENTIFICATION OF STORMS

To proactively respond to storm KALMAEGI and post-storm floods, implement the motto "raise the response level 1 level higher than the forecast" and implement the content of Official Dispatch No. 06/CD-UBND dated November 3, 2025 of the Provincial People's Committee on proactively deploying measures to respond to storm Kalmaegi and floods; The Chairman of the People's Committee Activates the response scenario for level 5 storms for 16 communes and wards including: Hoai Nhon Bac Ward, Hoai Nhon Ward, Hoai Nhon Dong Ward, Tam Quan Ward, Phu My Bac Commune, Phu My Dong Commune, An Luong Commune, De Gi Commune, Cat Tien Commune, Ngo May Commune, Tuy Phuoc Commune, Tuy Phuoc Dong Commune, Quy Nhon Dong Ward, Quy Nhon Ward, Quy Nhon Nam Ward and Nhon Chau Commune. Activate the response scenario for level 4 storms for the remaining 42 communes and wards in the eastern region of the province.

Activation time: Starts 15:00, November 4, 2025.

IV. EVACUATION SITUATION

1. Responding to storm No. 13: Evacuation completed.

2. Responding to landslides

a) The eastern part of the province has 15 areas at high risk of landslides, 16 areas at low risk of landslides and 07 areas at risk of being isolated by landslides.

b) Regarding relocation: People have been evacuated at Nui Ganh, De Gi commune (15 households/52 people, evacuated interspersed since October 29); People have been evacuated due to landslides on the 500kV station operation route (6 households/25 people since October 20).

3. Flood response

a) According to the evacuation plan to respond to flood water levels from Alert Level 3 to below Alert Level 3+1m, there are 1,050 households/3,455 people (Combined: 898 households/3,220 people; concentrated: 152 households/235 people).

b) Authorities at all levels shall assign and deploy guards and provide guidance to ensure traffic safety for people and vehicles, especially at culverts, spillways, deep flooded areas, and fast-flowing water (such as DT.640, DT629, DT633 (Cho Gom - De Gi), DT636, etc.).

V. 4 ON-SITE WORK

Number of armed forces mobilized to be on duty in key, high-risk areas: 8,769 comrades.

- Provincial Military Force: 7,797 comrades; vehicles of all kinds: 92 (40 cars, 06 armored vehicles, 41 boats; mobilized 05 UAVs to organize mobile deployments in the areas and at the provincial SCH/tx).

+ Provincial Military Command: 6,825 comrades (Standing troops: 751; Border guards: 250; Militia: 1,080; Other forces: 4,744).

+ Ministry and Military Region units: 972 mobile comrades helping people, specifically: fBB31/qd34 (316 comrades; 02 ST660 ships, 01 T450 ship); fBB2 (355 comrades; 01 ST660 ship, 01 T450 ship); luPB368 (101 comrades; 01 ST660 ship, 01 T450 ship); luPPK573 (100 comrades; 02 ST660 ships, 01 T450 ship); luPB572 (100 comrades; 04 Composite boats). By 07:00 on November 6, 2025, the units were present in the locality to carry out the mission.

- Provincial Police: 476 comrades, divided into 14 platoons (11 platoons in Gia Lai Dong area, 03 platoons in Gia Lai Tay area).

VI. RESERVOIR SITUATION

1. The East of the province has 164 lakes, with a capacity of 309.695/675.96 million m3, reaching 46% of the design capacity. The West of the province has 119 reservoirs (excluding Ia Mor Lake managed by the Ministry of Agriculture and Environment), with a capacity of 459.187/600 million m3, reaching 76% of the design capacity.

2. Reservoirs operating according to the Inter-reservoir Operation Procedure on the Kon - Ha Thanh River Basin (Dinh Binh, Nui Mot, Thuan Ninh, Tra Xom 1 reservoirs): Water level is below the lowest flood water level, the total current capacity is 168.87 million m3/411.2 million m3 compared to the design, reaching 41%, with about 242.3 million m3 of water remaining for flood prevention.

Until 14:00 on November 6, 2025, irrigation and hydroelectric reservoirs will continue to regulate to ensure the largest possible flood prevention capacity.

VII. BOAT SITUATION

All vessels have received information about Storm No. 13. As of 10:00 a.m. on November 6, there were 258 vessels/1,098 people operating at sea. Currently, there are no fishing vessels operating on the route and in the area affected by Storm No. 13. All fishing vessels of the province have safely anchored at the islands of Truong Sa archipelago.

The Provincial People's Committee banned the sea from 5:00 p.m. on November 5 until the last news about the storm.
