Shorten construction time of the "stork" bridge across the Thai Binh River

According to plan, the Thai Binh River overpass will be put into operation in April 2027. However, the city requested the investor to study and shorten the construction time, striving to complete it before Lunar New Year 2027.

Overcoming difficulties on the construction site

The construction site of package No. 10 (bridge construction) of the Thai Binh River overpass construction project and the access road of Hai Duong city's beltway I, the section from provincial road 391 to provincial road 390C, is bustling and urgent these days.

According to the contract, the construction package of the "stork wing" bridge is worth more than 911.7 billion VND, with a construction period of 18 months.

Mr. Nguyen Duy Long, Commander of the bridge construction site (Investment and Construction Joint Stock Company No. 18) said that the contractor is currently deploying 4 construction teams simultaneously with nearly 200 personnel and hundreds of equipment to speed up the progress. In particular, the construction of bored piles at the T6 pier - the main pier of the bridge - is urgently completed.

To compensate for the slow progress caused by the impact of consecutive storms and floods in August, September and October, the contractor organized construction in 3 shifts. At the T4, T5 and T7 pillars, the sound of machinery harmonized with the urgent work rhythm, demonstrating the determination of the investor and construction unit.

Discussing the construction process, Mr. Do Huy Hung, Deputy General Director of Khang Nguyen Infrastructure Construction Investment Joint Stock Company (Director of the Executive Board of Package No. 10) said: The "stork wing" bridge is assessed by engineers and bridge and road experts as the most complicated construction in Vietnam. The construction area of ​​pier T6 has a water level of up to 27 m deep, deeper than coastal bridges. While this is an architectural competition project, to ensure aesthetics and technicality, the contractor carefully calculated every detail and construction stage.

“After 3 months of construction (started on August 19), the construction site was affected by 3 storms and 3 major floods. The flood came at night, the water level rose and flooded the riverbank, the contractor had to move machinery and equipment to avoid the flood. In order to keep the project on schedule and the flood receded, the workers started cleaning up and focusing on construction,” Mr. Do Duy Hung informed.

Evaluating the project, the representative of the supervision consultant (Joint Venture of Traffic Construction Consulting Joint Stock Company 2 and Thang Long Construction Quality Supervision Consulting Joint Stock Company) said: The "stork wing" bridge is a project that requires very high technical and precision, so the supervision of human resources, especially the construction team, engineers, and technical staff is strictly implemented. In addition, the supervision unit regularly urges the construction unit to comply with regulations on labor safety, environmental sanitation, and traffic safety throughout the project implementation process.

Removing obstacles in eye liberation

Compared to the contract, the project construction time is about 15 months. The time is shortening, however, the actual implementation of the construction work is facing many difficulties and problems.

In particular, the work of site clearance and moving power lines and telecommunication lines within the construction site is quite slow.

Specifically, in Tan Hung ward, there are still 3 organizations that have not agreed to the compensation plan. Meanwhile, in Nam Dong ward, there are 64 households (18 households with residential land and 46 households with agricultural land) that have not yet handed over the land. Along with that, the 35 kV power line within the construction area of ​​T3, T8 towers and the access road in the 2 wards have not agreed on the relocation plan.

According to the plan, by early December, there must be enough land on the Nam Dong ward bank to deploy the construction of the bridge and approach roads. The contractor proposed that the City People's Committee urgently direct Hai Phong Electricity Company, telecommunications network operators, and local authorities to speed up the relocation of power lines and site clearance so that the contractor can access and carry out construction simultaneously.

Regarding the relocation and return of the power project, recently, the City People's Committee assigned the West Hai Phong Construction Investment Project Management Board to preside with the Departments of Agriculture and Environment, Industry and Trade, Construction, Finance, Hai Phong Electricity Company Limited and local authorities to consult on plans and organize the relocation this November.

At a recent project progress inspection, Chairman of the City People's Committee Le Ngoc Chau requested the Party Committee and authorities of Tan Hung and Nam Dong wards to step up propaganda and mobilize households with land related to the project to agree to hand over the site. By the end of November 2025 at the latest, localities must complete site clearance to hand over to the construction unit.

According to the plan, the project will be completed and put into operation in April 2027. However, the Chairman of the City People's Committee requested the investor and construction unit to calculate to shorten the time, striving to complete the project before the Lunar New Year 2027.

To put the project into operation soon and promote investment efficiency requires the drastic participation of relevant departments, branches and localities. In the immediate future, we will focus on completing the site clearance and moving the power lines.

The construction unit needs to arrange highly skilled and experienced staff and engineers; mobilize maximum equipment and human resources, prepare materials, organize construction in "3 shifts, 4 teams", "work through holidays and Tet" to speed up the project implementation progress, while ensuring quality, technique, aesthetics, labor safety and traffic safety.

The project to build a bridge over the Thai Binh River and the approach road belonging to the old Hai Duong City Ring Road I is 2.47 km long. The section at the beginning of the bridge in Tan Hung Ward is 187.7 m long; the section in Nam Dong Ward is 1,625 m long; the bridge over the Thai Binh River is 663.6 m long and 22.5 m wide. The total investment of the project is 1,228.2 billion VND; implementation period is 2024 - 2027.
