In fact, human capital is considered the most important and sustainable asset of any economy. Trust plays a crucial role in human capital, providing the foundation for other key factors such as trust, motivation and purpose to drive performance and innovation.

It can be said that all people are equal before the cycle of the law of creation “birth, aging, sickness, death”. However, the difference that makes the greatest core value of human is the strong belief in the truth and quality products that make us produce innovative creative qualities to achieve the goal of “truth, goodness, beauty” in all stages of the life cycle, leading to the sustainable development of humankind.

When people lose trust in life, it can lead to lower compliance with the law, reduced social cohesion and reduced participation in civic life, hindering the ability to address challenges, leading to vested interests and a loss of faith in the system of fairness and democracy. As a result, the country falls into a vicious cycle of wealth disparity or the middle-income trap….

In the opposite direction, trust leads to solidarity based on the sharing of common goals, awareness of fairness in the interests of socio -economic entities. Trust will be achieved when national resources are owned, used, exploited, preserved and developed so that their existing values ​​and added values ​​must be quantified and shared publicly, fairly and transparently in the community.

In Vietnam, during the resistance war to defend the Fatherland: Independence and freedom are the common goals and values, so resources are naturally concentrated with the willingness of all subjects to bring about national liberation and unification... Our Party and President Ho Chi Minh with the immortal Declaration of Independence in 1945 and the slogan "Nothing is more precious than independence and freedom" brought a belief in a bright future and then led the nation, which was immersed in the poverty of the feudal and colonial regimes, to stand up, going from one victory to another and finally liberating the South and unifying the country in 1975.

When the country entered the stage of construction and development, with the goal of independence and freedom having been achieved and almost taken as a default, a newly formed social environment needed a more comprehensive and equal legal environment, ensuring that socio-economic resources were protected, shared, used and developed fairly among the subjects. Therefore, the egalitarian wartime planning mechanism applied after the country's reunification became outdated and hindered development. However, the country's luck was that even during that difficult period, we still had strong faith in leader Ho Chi Minh with the teaching: "Whatever is beneficial to the people, we must do our best. Whatever is harmful to the people, we must avoid at all costs."

With that absolute faith in the Party, right at the time when the country's life in the pre-renovation period was full of difficulties and challenges, "fence-breaking" ideas appeared, such as piloting contracted land allocation in Phu Tho (formerly Vinh Phuc) to individual farming households, promoting human resources to improve productivity and people's lives.

And the miracle is that the "underground contracting" of those single, simple and brave individuals has been multiplied into a huge social resource in the Party's new economic institution through Resolution No. 24 of 1980 of the Standing Committee of the Hai Phong City Party Committee on agricultural product contracting. Hai Phong has successfully implemented this economic breakthrough model, and not long after, the Secretariat issued Directive No. 100 of 1981, recognizing product contracting, creating a legal foundation for the development of agriculture nationwide.

And in that first economic reform, Vietnam not only escaped poverty and gradually ensured food security, but also quickly became the world's leading agricultural product exporter. The breakthrough and success of the agricultural production sector has spread to other sectors, moving towards an export-based market economy..., which is the foundation for the theory and practice of human and social resource development as well as the country's international economic integration...

The historical practice of building and developing the country of Vietnam has once again proven that people are the most important resource among national resources and trust is the core of human resource strength.

However, that belief can only exist in a society with good messages, examples and actions of leaders, of a cultural, political and social environment towards fairness, transparency and the interests of the nation. That will be a fertile land of freedom and democracy that brings innovation and creativity to the emergence of people and officials who dare to think, dare to do, dare to take responsibility and be the beginning of new growth and breakthrough models, changing old, outdated models, ensuring the success of national development. That also partly proves why the 2025 Nobel Prize in Economics was awarded to the "creative destruction" innovation model as the engine of growth even in the economy of the 4.0 industrial era.

Currently, the comprehensive national renovation initiated and led by our Party, starting from the 6th Congress (1986) to the 14th Congress (2026), has been exactly 40 years. Vietnam's economy has maintained a relatively fast growth rate, becoming a middle-income developing country. The macro economy is basically stable, and major balances are ensured.

Three strategic breakthroughs were implemented synchronously, with focus and key points, achieving outstanding results, creating a new foundation and driving force to promote socio-economic development.

The national administration has been reformed in a professional and modern direction with the organization of the political system in a streamlined, strong, effective, efficient and effective direction, achieving breakthrough results.

However, the economy still relies on the export of agricultural products, raw materials and processed products... and is facing the risk of falling behind, the possibility of falling into the middle-income trap is still high due to low labor productivity, quality, efficiency, competitiveness, and limited science, technology and high-quality human resources.

In addition, the developed market economy is still fragmented, not really competitive, fair and lacking products that are competitive in terms of economies of scale. Furthermore, the use and accumulation of national resources is still ineffective, lacking synchronization and concentration.

In order to perfect and develop the socialist-oriented market economic institution in the new era, with the initial positive signs of the second renovation, it is necessary to build a rule-of-law State to ensure the belief of the entire Party and the entire people in a bright future of the nation and to lay the foundation for the emergence of new human resources with innovative ideas along with new models of economic institutions. And certainly, the Documents of the upcoming 14th Party Congress will be the starting point for truly outstanding economic programs and models for that innovation.

In any situation, especially in times of destiny, belief always gives us invaluable spiritual motivation to overcome all challenges and is the core in human resource development.

Especially in the digital age, once people have confidence, it will spread more and more rapidly and widely, bringing unparalleled strength and resources to the cause of socio-economic development.

However, trust alone is not enough, it must go hand in hand with a rule of law state, with comprehensive and effective management of resources, creating an extremely strong resonance force, then that trust will truly promote innovation and bring about positive breakthrough results for the sustainable development of the country, as General Secretary To Lam, the head of our Party, has directed: "To do well, the organizational model and the system of legal regulations must be implemented unanimously by the whole society, we cannot let the apparatus go in different directions".

Our Party's history of revolutionary struggle and 40 years of achievements in renovation are the clearest evidence of the experience in building and developing the entire nation's trust in a vanguard Party with Party members who are truly "loyal servants" of the people, for the peace and prosperity of Vietnam.
