O Quy Ho Pass, located on National Highway 4D, connecting Sa Pa town (Lao Cai) with Tam Duong district ( Lai Chau ), is nearly 50km long, the longest pass in Vietnam and also one of the "four great mountain passes" in the Northwest region. With winding terrain, steep slopes, and frequent landslides in the rainy season, traveling through the pass is difficult, posing a potential risk to traffic safety.
Mr. Mai Khac Phuong, Director of the Traffic Construction Investment Project Management Board of Lai Chau province, said that the unit has completed the procedures for approving the results of selecting contractors for package No. 23 - construction and equipment of the entire project (including survey and construction drawing design) of Project 1 Road Tunnel through Hoang Lien Pass, connecting Sa Pa ( Lao Cai ) with Binh Lu commune (Lai Chau).

When completed, Hoang Lien tunnel will open up strong development opportunities for tourism , trade and services between Lai Chau and Lao Cai.
According to Decision No. 256/QD-BQLDA dated November 4, 2025, the bidding package was organized for open bidding domestically, online, with a value of more than VND 2,759 billion. After the process of evaluating documents and negotiating contracts, the Hoang Lien Tunnel Joint Venture including Deo Ca Group, 299 Construction and Trade Joint Stock Company, Thanh Tuyen LLC, Lai Chau Construction No. 10 LLC, Khanh Hung Construction and Trade LLC... was recognized as the winning bidder with a value of VND 2,628 billion, contract implementation period of 24 months.
Previously, on March 14, 2025, the Chairman of Lai Chau Provincial People's Committee issued Decision No. 523/QD-UBND approving the Hoang Lien Pass Tunnel Project with a total investment of VND 3,300 billion, of which the part belonging to Lai Chau province accounts for VND 3,210 billion. The project is divided into two components: Project 1 is invested by Lai Chau province and Project 2 is in charge of site clearance by Lao Cai province.
Hoang Lien road tunnel has a total length of about 8.8km, of which the main tunnel is 2.63km long, the auxiliary tunnel is 2.65km long, along with 11 bridges and many auxiliary technical items. The main tunnel is designed with two lanes for motor vehicles, 9.75m wide, with a permanent reinforced concrete structure, meeting the standards of a special grade mountain tunnel.
When completed, the O Quy Ho tunnel will shorten the travel time between Lai Chau and Lao Cai, reduce the load on National Highway 4D, limit the risk of landslides and accidents, and open up opportunities for strong development of tourism, trade and services in the Sa Pa - Binh Lu - Fansipan area. This is a key transport project in the Northwest region, of great significance in socio-economic development and ensuring security and defense in border areas.
Mr. Mai Khac Phuong added that the Project Management Board is currently completing the final steps to sign the contract, mobilizing maximum resources, equipment and workers, ready for the groundbreaking ceremony on December 19, aiming to complete and open the technical traffic on schedule.
