In the early morning of November 8, the functional forces of Ta Nang commune coordinated with the forces of Lam Dong province to implement measures to reinforce the banks of Cay An irrigation dam. Dozens of officers and soldiers from the police, army, and militia were mobilized to the scene to fill the dam with soil and drive cajuput piles into the foot of the dam to save the project.

Cay An Reservoir was built nearly 20 years ago, with an earth dam structure and a design capacity of about 1.7 million m3. This is a project that provides irrigation water for the agricultural production area of Ta Nang commune and neighboring areas.
Present at the scene, Secretary of Ta Nang Commune Nguyen Tien Dien said that at the end of September and the beginning of October, a long crack appeared at the foot of Cay An Lake, forcing the authorities to release the spillway and lower the water level to ensure the safety of the project. At the same time, the incident was reported to the authorities for a solution.
In recent days, due to prolonged heavy rain, a 54m long, 2m deep crack appeared at the foot of the dam near the spillway, with an opening of 0.2-0.5m, at risk of dam failure.
“Currently, we continue to release the spillway to lower the water level in the reservoir and reduce pressure on the project. At the same time, we are driving cajuput piles and drilling concrete at the foot of the dam to ensure the safety of the project,” said Ta Nang Commune Secretary Nguyen Tien Dien.
Mr. Nguyen Tien Dien commented that in case the locality experiences heavy rains in the coming days, the project is at very high risk of dam failure.

Mr. Nguyen Vu Linh Sang, Chairman of Ta Nang Commune People's Committee, said that up to now, the locality has evacuated 110 households from the dangerous area, and at the same time arranged guards and blockades at many locations to ensure people's safety.
According to Mr. Nguyen Vu Linh Sang, authorities are speeding up construction progress to prepare for adverse weather conditions.
“Cay An Lake is more than 20 hectares wide, with many streams flowing from upstream. When it rains, the lake water rises quickly, endangering the dam body, so we have to speed up the construction progress and reinforce the project to ensure safety,” said Mr. Nguyen Vu Linh Sang.
During the night, Mr. Ho Van Muoi also signed a decision to issue an emergency construction order to urgently remedy the seepage and landslide of Cay An Lake.

Accordingly, this construction aims to ensure safety for the project, protect the lives and property of 400 households, and protect 200 hectares of agricultural land in the downstream area... The estimated construction cost is 2.9 billion VND from the reserve budget of Lam Dong province.
Previously, at around 8:30 p.m. on November 7, authorities discovered a leak in the Cay An reservoir dam in Ta Nang commune, so they issued a warning to the people and developed a response plan. During the night, people in Chan Rang Hao and Tou Nhe villages downstream were moved to safety.
Cay An Lake serves irrigation for more than 200 hectares of agricultural land in the downstream area. The project was built and put into operation in 2007.
