This morning, November 9, 72 schools in the list of 100 primary and secondary boarding schools were invested in in 2025, to be completed before August 30, 2026. Previously, 28 schools had started construction and were under construction.
Unprecedented groundbreaking ceremony
The groundbreaking ceremony, chaired by the Ministry of Education and Training , was broadcast live on VTV1 channel of Vietnam Television from 9:00 to 10:30 a.m., connecting 14 points across the country.
As planned, Prime Minister Pham Minh Chinh will attend and direct the groundbreaking ceremony at the central bridge in Thanh Hoa province. Permanent Deputy Prime Minister Nguyen Hoa Binh will attend at the Ha Tinh bridge (also attended by Minister of Finance Nguyen Van Thang); Deputy Prime Minister Bui Thanh Son will attend at the An Giang bridge; Deputy Prime Minister Le Thanh Long will attend at the Dien Bien bridge; Deputy Prime Minister Ho Duc Phoc will attend at the Lam Dong bridge; Deputy Prime Minister Nguyen Chi Dung will attend at the Tuyen Quang bridge; Deputy Prime Minister Tran Hong Ha will attend at the Lang Son bridge; Deputy Prime Minister Mai Van Chinh will attend at the Dak Lak bridge; Deputy Prime Minister Pham Thi Thanh Tra will attend at the Lao Cai bridge.
Minister of Public Security Luong Tam Quang attended at Nghe An bridge; Minister of Education and Training Nguyen Kim Son attended at Lai Chau bridge; Minister of Agriculture and Environment Tran Duc Thang attended at Quang Tri bridge; Minister of Ethnic Minorities and Religions Dao Ngoc Dung attended at Son La bridge; Minister of Construction Tran Hong Minh attended at Cao Bang bridge.
In the context of complicated weather developments due to the impact of storm No. 13, localities such as Da Nang, Quang Ngai, and Gia Lai may not be able to organize a direct groundbreaking ceremony, but will still connect online and be ready to start construction on-site as soon as conditions permit, ensuring absolute safety for people and vehicles.
According to the Ministry of Education and Training, the simultaneous groundbreaking ceremony of 72 projects on the same day, with the participation of leaders of the Government, ministries, branches and localities, demonstrates the spirit of close coordination and high determination of the entire political system in caring for students in border areas, fully preparing the conditions to soon complete 100 schools before the 2026-2027 school year. Previously, 28 schools had started construction and were being rushed.
With 72 schools and the participation of government leaders, ministries, branches and 14 localities, this is an unprecedented school groundbreaking ceremony in the education sector.
Political determination to develop human resources in difficult areas
The program to build 100 inter-level boarding schools in border communes is an important task, concretizing the policy of the Politburo and the Government on developing education in disadvantaged areas, contributing to strengthening social security, developing the economy - society and maintaining national security and defense in border areas. The total investment cost for 100 schools is nearly 20,000 billion VND.

On July 18, the Politburo issued Notice No. 81-TB/TW agreeing on the investment policy to build 248 inter-level boarding schools in 248 land border communes. In the immediate future, the pilot will complete 100 newly built or renovated schools in 2025, considering them as models to replicate and complete the entire target in the next 2-3 years.
The announcement stated: “Investing in building schools for land border communes is a key and important task in socio-economic development and implementing ethnic policies to improve people's knowledge and human resource quality, create a source of cadres from ethnic and local people, improve the material and spiritual life of people in border areas, and contribute to strengthening national defense and security.”
The Politburo requires that invested schools must ensure technical standards, scale, area of schools and classrooms; have adequate facilities to serve learning, cultural, spiritual, physical training, living conditions and absolute safety.
On August 26, the Politburo issued Resolution 71-NQ/TW, setting the goal of completing the construction of a network of boarding and semi-boarding schools for border and disadvantaged areas before 2030.
On September 26, 2025, the Government issued Resolution No. 298/NQ-CP on the Action Plan to implement Notice 81-TB/TW. The Resolution clearly states that the school design should be "open", flexible, suitable for ethnic culture, terrain, natural conditions, and climate of each region and location; prioritize trees and preserve natural landscapes, ensuring uniformity, full functionality, modernity, sustainability, and absolute safety. The model can be flexibly a boarding school for primary and secondary levels, or a combination of both high schools if it is suitable for the planning, terrain characteristics, and needs of each locality.
The invested schools must ensure technical standards, scale, area of the school and classrooms. The total land area for construction of each school is about 5 to 10 hectares, the scale is about 30 classes/school, corresponding to about 1,000 students/school, ensuring full connection to technical infrastructure of electricity, clean water, wastewater, traffic, telecommunications... Places with difficult terrain conditions can have a scale of less than 5 hectares and less than 30 classes.
The school construction site ensures maximum exploitation of natural conditions, paying attention to the ability to respond to natural disasters and climate change, and ensuring related technical infrastructure....
According to Prime Minister Pham Minh Chinh, ensuring the progress of starting construction of 100 schools in 2025 and completing them before August 30, 2026 is a very new and very large but very meaningful task. Therefore, the Prime Minister requested ministries, branches and localities with borders to focus on drastic direction, take drastic and urgent actions, and be determined to implement them in the spirit of summarizing, drawing lessons and making appropriate adjustments while doing them, ensuring effectiveness and sustainability.
“We must do it at all costs, with the highest responsibility, for the benefit of the nation, the people, and for the future of the children of ethnic groups in the border areas of the Fatherland,” the Prime Minister emphasized./.
