Strive for 75% of Vietnamese people to be satisfied and happy with life by 2030

(Dan Tri) - Proposing to add the happiness index to the Party Congress documents, National Assembly delegates set a goal of striving for about 75% of the Vietnamese population to feel satisfied and happy with their current life by 2030.

Contributing comments to the draft documents to be submitted to the 14th National Party Congress, many National Assembly delegates "suggested" many solutions to develop the economy as well as improve people's satisfaction with the quality of life.

Need large enterprises with national brands

Delegate Huynh Thanh Phuong ( Tay Ninh ) suggested that it is necessary to strengthen many solutions to increase national labor productivity. According to him, during the past term, this was the core bottleneck reflecting the limits of the current growth model.

Delegate Phuong said the draft document sets a target of striving for double-digit growth or more, and to achieve such growth, labor productivity must increase by over 8.5%.

"In the 2021-2025 period, we set a target of increasing labor productivity by 6.5% but only achieved 5.1%, so we need to make great efforts," said delegate Phuong.

Giving suggestions for solutions, Mr. Phuong suggested focusing on projects of research and development centers, digital transformation, vocational training according to international standards, and encouraging innovation in the private sector.

“Increasing labor productivity is the shortest way to reduce the gap between Vietnam's economic development and that of other countries in the world. If we do not focus, it will be very difficult to develop,” Mr. Phuong commented.

The document submitted to the 14th Party Congress also identified private economic development as one of the important driving forces for economic development.

Delegates from Tay Ninh province proposed to design policies from encouragement to creation for private economic enterprises to develop.

Currently, we have resolutions and policies, but according to Mr. Phuong, private enterprises still face huge barriers in accessing resources and institutions, so "development is very difficult".

“We have not yet developed any policy mechanisms to support the formation of large private enterprise groups that are qualified and capable of leading the value chain. The number of these enterprises can still be counted on the fingers, so we must try to create large corporations with national brand value,” Mr. Phuong emphasized.

According to him, the private economy is not simply private, but also a national brand value.

In addition, the delegate said that the ability to be self-sufficient in technology, energy, and strategic raw materials is a matter of survival in the context of strategic competition between supply and green transformation and global digital transformation.

Stating that Vietnam is “not yet self-sufficient”, Mr. Phuong said that “Made in Vietnam” products and scientific and technological achievements still have many limitations.

As an example, he pointed out the fact that the Southern region is lacking in land leveling materials for the construction of key projects. The focus on highway projects and Long Thanh International Airport, according to delegate Phuong, has led to a serious shortage of other projects and works but there are no alternative materials.

Therefore, many businesses, especially private businesses and businesses with small capital, have to suffer losses without anything to replace them. Therefore, the ability to be self-sufficient is an issue that Mr. Phuong emphasized that needs attention.

Delegate Huynh Thanh Phuong proposed a content to determine a set of indicators for the next 5-year term, which is to have an indicator on the people's happiness index, striving for about 75% of the Vietnamese population to feel satisfied and happy with their current life by 2030.

The Party's documents mention this issue but have not yet turned the target into a specific number. The concretization of this target in the document will transform the humanistic ideology for the people, for the happiness of the people, into a measurable goal.

This, according to Mr. Phuong, is also in line with the world governance trend, is a measure of development, and is also a measure of the effectiveness and substance of development policies.

“That means not only GDP growth but also measuring the real quality of life of the people. Establishing these happiness indicators and indexes is also the most vivid concretization for us to take the human-centered perspective of development,” Mr. Phuong stated his opinion.

Increase internal strength, reduce external dependence

Delegate Pham Hung Thai (Deputy Secretary of Tay Ninh Provincial Party Committee) was interested in the assessment and summary of the socio-economic situation over the past 5 years, and at the same time pointed out the shortcomings that need to be overcome to meet the goal of rapid, sustainable development and high growth, especially the requirement between rapid and sustainable growth.

That existence, according to Mr. Thai, is an unstable foundation for growth. According to the Government's report on the socio-economic situation in the past 5 years, production depends heavily on imported raw materials and FDI, including FDI exports accounting for about 70%.

Therefore, according to the Deputy Secretary of Tay Ninh, we need to be more determined, have specific orientations and solutions to overcome the dependence on FDI, so that the economy can ensure autonomy and develop by internal resources.

“This is an issue that needs to be researched, analyzed, evaluated, dissected, and the causes and solutions to overcome. Only then can we ensure strong, sustainable growth and demonstrate autonomy, self-reliance, and self-strengthening,” Mr. Hung emphasized.

According to him, if the resolution sets out goals but does not overcome existing problems, it will not achieve the goals and requirements in the next term.

The delegate assessed that Resolution 68 on private economic development of the Politburo is a breakthrough, helping to reshape the role and position of the private economy, considering enterprises as the driving force and important resource in development.

Along with that, according to Mr. Hung, there needs to be institutions and priority policies to motivate the production and manufacturing industry associated with training high-quality human resources, science, technology, and innovation.

“Those are the foundations and pillars that I see mentioned in the document. We must be determined to make that content a reality,” Mr. Hung said, suggesting that the localization rate should be at least 30%-40%. The 26% level is still too low, depending too much on FDI.

The representative of Tay Ninh province commented that if the situation like Covid-19 changes and leads to disruption of the supply chain, we will collapse and not be able to achieve the target. Therefore, there is a need for localization, attention to self-sufficiency in production, manufacturing, supporting industries, etc.
