
Remove obstacles, unleash all resources
In the last months of 2025, Quang Ninh entered the "sprint" phase with great determination. Assessing the situation, the Provincial Party Standing Committee and the Provincial People's Committee pointed out: If only maintaining the growth rate as in the first 9 months of the year is not enough, it is necessary to further promote investment, budget collection, investment attraction, and capital disbursement to achieve the GRDP growth target of 14% in 2025.
Accordingly, to resolve urgent problems, the province has transferred 3,120 billion VND of provincial budget capital from medium-term public investment for the 2021-2025 period to supplement 820 billion VND for 7 newly started projects and the Farmers Support Fund; at the same time, allocating 2,300 billion VND to 54 communes, wards and special zones to implement urgent projects to deal with flooding, environmental pollution and urban beautification. This is a move demonstrating the determination to "go first, do first" to ensure essential infrastructure is not delayed in the last months of the year.
Regarding the budget, the province adjusted local budget estimates, reducing provincial-level development investment spending to increase spending at the commune level; at the same time, allocating resources from the sharp increase in land use fees (VND 4,319 billion) to the Farmers Support Fund, investing in communes, wards, and special economic zones. In the context of many localities under great pressure from the budget and public investment, these fiscal solutions help Quang Ninh become more flexible, effectively mobilize internal resources, and stabilize development momentum.

Another bright spot is the support mechanism for cadres, civil servants and public employees in difficult areas after the reorganization of commune-level administrative units. Accordingly, within 36 months, the province will provide travel support of 2 million VND/person/month in case of an increase in travel distance from the old agency headquarters to the new agency headquarters of 10km or more for communes in Region I in ethnic minority and mountainous areas, and 15km or more for new agency headquarters located in the remaining areas. Particularly on Quan Lan, Minh Chau, Thang Loi, Ngoc Vung and Ban Sen islands, support of 3 million VND/person/month will be provided for cadres working at the Van Don Special Zone Administrative Center. This policy not only ensures peace of mind at work but also strengthens the cadre force in special areas.
In particular, recognizing the important role of the private economic sector in socio-economic development, Quang Ninh province has issued and implemented many solutions and support policies to promote the strong and sustainable development of this sector. Accordingly, the province has directed departments, branches and localities to regularly review, improve or build new administrative procedures, ensuring more convenience for businesses in accessing support policies. The province also focuses on exempting and reducing costs for market information consultancy and exploiting opportunities from free trade agreements (FTAs) through a network of consultants from state agencies in the area. The authorities also improve the quality of support and provide information related to FTAs, ensuring close response to the reality and needs of businesses, helping them better take advantage of international integration opportunities.

Along with that, focus on reviewing and perfecting the system of legal documents, improving the investment and business environment, shortening the time to process administrative procedures to ensure transparency and equality between economic sectors, in accordance with local characteristics. In addition, the province also increases support for small and medium enterprises and innovative startups, through adding capital to startup support funds, innovation funds and interest rate support policies for high-tech projects.
The province also plans to research and issue specific mechanisms and policies to encourage people to proactively hand over land for investment projects, helping to shorten implementation progress and minimize the situation of suspended planning that causes waste of resources. In addition, the province will also supplement planning for waste dumps, license mining sites, ensure sufficient sources of filling materials for both public and private investment projects, contributing to creating a synchronous infrastructure foundation, attracting more investment resources to the area.
In regional linkage, Quang Ninh has actively implemented a number of important mechanisms and policies to promote economic development in association with localities in the region. The province is coordinating with the Ministry of Finance to develop a pilot mechanism and policy project for the development of Van Don Economic Zone, with the goal of creating a driving force for sustainable development in the region. In addition, Quang Ninh is also implementing industry cooperation agreements across the Mong Cai - Dong Hung border, including industry, trade, border gate services, logistics, artificial intelligence and human resource training, to promote trade and regional economic development...
All for the goal of growth above 14%
With active participation and fundamental and effective solutions, the latest economic indicators show that Quang Ninh is leading the growth momentum. One of the important factors contributing to the province's budget revenue is domestic revenue, with an impressive figure of VND 54,285 billion, reaching 145% of the central government's estimate, reaching 137% of the provincial estimate and increasing by 89% over the same period in 2024.
Domestic revenue is still a bright spot in the provincial budget, especially revenue from land use fees, reaching VND22,274 billion, exceeding the estimate by 405%. Notably, revenue from large projects such as Ha Long Xanh and Ocean Park has contributed greatly to the budget revenue results, with revenue from Ha Long Xanh project reaching VND15,786 billion and revenue from Ocean Park project reaching VND2,904 billion, far exceeding the original plan.

In addition, revenue from taxes and fees in the first 10 months of 2025 reached VND 32,011 billion, completing the central government's estimate and reaching 94% of the province's estimate. Meanwhile, revenue from import-export activities reached VND 13,655 billion, completing 77% of the estimate, but down 10% compared to the same period in 2024. This decrease may be due to the impact of tax adjustment policies and international market fluctuations, affecting import-export activities.
Revenues contributed to the province's gross regional domestic product (GRDP) in the first 10 months of 2024, reaching VND21,167 billion, up 1% over the same period in 2024. Although the growth rate is not too strong, this is a positive sign that Quang Ninh's economy has maintained stability and development in the context of general difficulties. In addition, the province's total budget expenditure reached VND20,516 billion, equivalent to 70% of the estimate, showing that the province has effectively used financial resources in implementing socio-economic development projects and programs.
In addition to the strong growth in budget revenue, Quang Ninh also recorded positive results in the business sector. As of October 30, 2025, the whole province had 3,241 enterprises and affiliated units, an increase of 38.6% over the same period in 2024. Of which, the number of newly established enterprises reached 1,991, equivalent to 99.55% of the 2025 plan, an increase of 28.7% over the same period. These enterprises operate mainly in the fields of industry, services, tourism and trade, contributing greatly to the economic development of the province.

In the field of public investment, Quang Ninh has disbursed 6,105 billion VND, reaching 51.3% of the plan assigned by the Prime Minister, 32% higher than the same period in 2024. The total public investment capital plan by October 28, 2025 is 16,754 billion VND, 4,848 billion VND higher than the original plan. The province plans to disburse an additional 6,400 billion VND by the end of the year, bringing the total disbursed capital in 2025 to about 12,500 billion VND, reaching 105% of the plan.
In addition, Quang Ninh also focuses on promoting non-budgetary investment projects, especially domestic projects. As of October, the province has approved 320 domestic investment projects, an increase of 473% over the same period in 2024, with a total registered investment capital of about VND 240,264 billion. In the last two months of 2025, the province plans to continue completing procedures for 7 key projects and other projects with a total capital attraction of about VND 263,053 billion.
Regarding foreign direct investment (FDI), the province has attracted 528.65 million USD, equivalent to 13,460 billion VND, reaching 52.9% of the yearly plan. In the last 2 months of the year, the province will continue to implement procedures to grant investment certificates to 10-12 FDI projects with a total registered capital of 400-440 million USD.
It is clear that in recent times, Quang Ninh has known how to take advantage of its geographical location as a sea-border gateway, a driving force for tourism - services, processing and manufacturing industries, logistics, and port infrastructure. However, transforming into real and sustainable growth is not a matter of just "waiting for the right time". Therefore, the province clearly identified 2025 as the decisive year to transform the development model from mining, quarrying, to services, processing industry, high technology and logistics; from "brown" to "green".
A notable point in Quang Ninh's acceleration journey is that the provincial government has proactively changed the mechanism from "ask - give" to "support - accompany - resolve", creating trust with businesses and people. The transfer of resources to communes, wards, and special zones to solve flooding, improve urban areas, and create a better living and production environment has been highly appreciated by people and businesses.
In the business sector, Quang Ninh not only encourages new establishment, but also pays attention to technological innovation, especially in the processing, manufacturing and logistics industries. The breakthrough growth of this area shows a clear signal of structural transformation, increasing added value and competitiveness.
It is expected that in the last two months of the year, the province's total budget revenue will reach about 13,049 billion VND, bringing the total revenue for the year to about 82,166 billion VND, exceeding the estimate assigned by the Central Government by 51% and the estimate of the province by 46%. Currently, localities and sectors are continuing to take drastic measures to accelerate the disbursement of public investment capital, a key factor in creating jobs, stimulating consumption and spreading development. Provincial leaders directly inspect many projects, paying special attention to site clearance and construction material prices to ensure progress and efficiency. The dry season at the end of the year creates favorable conditions but also requires greater determination, discipline and responsibility from investors and contractors.
At the recent October regular meeting of the Provincial People's Committee, Chairman of the Provincial People's Committee Bui Van Khang emphasized: To achieve the GRDP target of 12.5% for the whole year of 2025 according to the Government's Resolution and the province's determination to strive to achieve 14%, in the fourth quarter it is necessary to achieve a growth rate of 14.25%. This is a very difficult and challenging task, requiring departments, branches and localities to make efforts, try hard, and responsibly follow the assigned tasks. In particular, agencies, departments, branches and investors must focus on completing projects on schedule and ensuring the quality of each project. At the same time, strengthen support, remove difficulties and obstacles for localities, especially in planning and site clearance work to promote public investment disbursement to ensure compliance with the set plan and goals.
With impressive indicators and strong policies, Quang Ninh is showing great determination to "reach the finish line" by 2025. Removing obstacles in public investment, mobilizing budget resources, supporting businesses and people, along with high growth in the industry - service - tourism sector, has created a comprehensive development picture. If there are no serious delays, the province can completely achieve the GRDP growth target of 14% this year; more importantly, the actions in 2025 will lay a solid foundation for the 2026-2030 period when Quang Ninh aims to become a centrally-run city and a growth pole in the Northeast region.
This acceleration journey is not just about growth numbers, but also a testament to the trust, courage and consensus between the government, businesses and people. And in the remaining journey of the year, every day, every project, every disbursed capital is a step closer to the goal of “a rich, civilized and modern Quang Ninh”.
