The construction site's "pace" is still not drastic.
Component 1 Project, Bien Hoa - Vung Tau Expressway Project and Component 3 Project, Ring Road 3 Project - Ho Chi Minh City are projects that must complete technical traffic on December 19, 2025 as required by the Prime Minister . With this timeline, the projects have only more than 50 days left to complete the target. However, currently, the volume of the 2 projects, especially Component 1 Project, Bien Hoa - Vung Tau Expressway Project, is still very large.
The results of the Department of Construction's inspection of the construction status of projects in the last week of October 2025 showed that the current construction output of Component Project 3, Ring Road 3 Project - Ho Chi Minh City reached nearly 51% of the signed contract value and was 4.4% behind schedule.
Meanwhile, the construction output of Component 1 of the Bien Hoa - Vung Tau Expressway Project has only reached more than 51% of the signed contract value, nearly 25% behind schedule. More worryingly, the volume of earthwork that needs to be constructed in this project is still very large, more than 800 thousand m3.
In the directive document on the progress of the implementation of Component 1 of the Bien Hoa - Vung Tau Expressway Project and Component 3 of the Ring Road 3 - Ho Chi Minh City Project sent to relevant units on November 7, 2025, Comrade Vo Tan Duc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee requested the Provincial Construction Investment Project Management Board to urgently add more subcontractors, direct construction contractors to increase machinery, equipment, gather materials and workers to speed up construction to make up for the delayed progress.
In the report sent to the Provincial People's Committee, the Department of Construction assessed that in the last week of October 2025, the Provincial Construction Investment Project Management Board and project investors were determined to urge contractors to speed up progress, however, the results achieved were not high. The "pace" of construction at the construction site has not yet shown the determination and determination of contractors in increasing construction forces and implementing "3 shifts, 4 teams".
On the investor side, the Provincial Construction Investment Project Management Board acknowledged that among the 8 contractors constructing Project Component 1 of the Bien Hoa - Vung Tau Expressway Project, there are currently 5 contractors that have not ensured progress. On the other hand, in October 2025, heavy rain also greatly affected the construction progress of the projects.
According to Mr. Nguyen Linh, Deputy Director of the Provincial Construction Investment Project Management Board, in October 2025, there were 22 out of 31 rainy days. In some sections of the roadbed through Mieu Quarter, Phuoc Tan Ward, Dong Nai Province, the rising water of the Buong River caused flooding of the entire roadbed, slowing down the embankment construction volume, prolonging the progress of the project compared to the plan.
Need breakthrough solutions
Truong Son Construction Corporation is one of the contractors participating in the construction of Component 1 of the Bien Hoa - Vung Tau Expressway Project. Mr. Nguyen Tat Nam, Director of Truong Son 15 Executive Board (construction of package 9 and package 18, Bien Hoa - Vung Tau Expressway) said: Currently, the contractor has gathered enough materials to the construction site, accelerated construction to make up for the progress, determined to basically complete the packages by mid-December 2025.

Meanwhile, the representative of the consortium of Package 29, Component Project 3, Ring Road 3 Project - Ho Chi Minh City said: Package 29 has a length of nearly 3km and 2 intersections. At the construction site, the contractor mobilized nearly 200 workers and machinery to construct roads and bridges. The road section is focusing on filling the foundation, grading crushed stone, and some sections are being paved with asphalt; the intersection has basically completed the main bridge; railings, access roads, and reinforced retaining walls are being constructed. Currently, the contractor is also actively contacting quarries to have more material supplies; at the same time, promoting construction in "3 shifts, 4 crews", ensuring technical traffic opening on December 19, 2025.
According to the Department of Construction, for both projects, in order to complete the technical traffic opening target on December 19, 2025 as committed, the Provincial Construction Investment Project Management Board needs to be more decisive in transferring the volume and handling weak contractors according to the contract. At the same time, it is necessary to research and propose breakthrough solutions for contractors to mobilize all resources to complete the remaining volume of the projects "at lightning speed" in the next 50 days and nights.
Regarding the Provincial Construction Investment Project Management Board, it is said that for contractors behind schedule in Project Component 1, Bien Hoa - Vung Tau Expressway Project, additional subcontractors have been added to construct the items. In the coming time, based on the progress assessment results, additional subcontractors will be added if the current contractors still cannot improve the construction progress.
